It had been missing two days Dick Neuberger Story False Say Eugene Power Officials Eugene, Dec. 15. (VP) Officials of the Eugene Water Board, which directs the city's, municipal-owned power and wa ter utilities, have emphatically denied a published statement In the December Forum magazine by Richard L. Neuberger, Portland, publicist that "power from the federal dam at Bonne ville is helping the Oregon town of Eugene charge a commercial rate of $13.53 for 750 kilowatt hours; a few miles away In Cor- vallis, storekeepers pay a pri vate utility $27.25 for the same service." "We are not yet buying any power from Bt inevllle," Chair man Percy Brown said, "and the Bonneville operation has not had anything to do with our present low rate structures which have been made possible only by our own earnings over 80 years." Superintendent J. W. Mc- Arthur charged: "That state ment is not the truth. Bonne ville has had nothing to do with our rate making. We have not concluded any deal with Bonne ville. In fact, we have made it plain that we will not enter Into any deal which in any way yields home control of rates or lines. So far, Bonneville has not affected us one way or the other. Our rates would be what they are if Bonneville had never been built. We are contemplating further cuts whether we have a tie-up with Bonneville or not." Orlando J. Hollis, member of the board and University of Oregon Law' School faculty member, declared Bonneville's publicity department has long tried to capitalize on Eugene's achievements. He told of a re quest a year ago of Stephen Kahn, one of the dam's publicity men and friend of Neuberger, for approval of a prepared story which claimed Eugene's low rates were made by the aid of Bonnevlllo. Neuberger of Port land, magazine writer, said to day "many people In Eugene believe they are the only per sons In Oregon capable of run ning a municipal light plant." He made the statement after being informed members of the Eugene water board had criti cized an article he wrote for the December issue of Forum magazine. The article, his critics said, credited Bonneville dam with helping Eugene to charge a low commercial power rate. Percy W. Brown, Eugene water board chairman, said "it simply isn't so," and James W. McArthur, board manager, said 'so far Bonneville hasn't af fected us one way or another." Neuberger 9 statement point ed out that Forest Grove, using Bonneville power, charges only half the amount that Hllls boro, served by a private util ity, charges for 750 kilowatt hours of commercial power.
