San Francisco, Dec. 7. fP) The senate civil liberties com mittee opened Its investigation of the farm-labor situation In California today with introduc tion of charts showing the num erous strikes in the state and testimony by a University of California professor on factor? which underlie the agricultural labor conflicts. Senator Robert LaFollcttfc, chairman, opened the hearing by calling Henry H. Fowler, his chief counsel. Fowler then presented a series of charts giving California's agricultural picture and its re lation to the nation at large. Many Strikes Charted. The charts, covering the years 1933 to the first six months of 1939, showed there were 180 strikes, with 34 In the peak year of 1937. He said 156 strikes concern ed field crops, 15 cannery and preserving, and five sugar re fineries. "It is now seven years or more since civil strife began intermittently to jeopardize the fruit, vegetable and cotton crops of California," Paul S. Taylor. Prof. Taylor then pointed out the highly industrialized state of agriculture in California ar.d listed five "factors which un derlie the agricultural labor conflicts in our state in which civil liberties may be jeop ardized." He listed them as industrial ized agriculture, the desire for complete control of wages as distinct from other costs, perish ability of crops, lack of status of mobile workers in agricul ture and interstate migration of native American excess labor supply. GUARD HALTS ATTEMPT TO SCALE PRISON WALL Lansing, Kas., Dec. 7. (IP) Gunfire from a guard broke up an escape attempt of 12 state penitentiary convicts late Wed nesday. The convicts, with four guards and officers as hostages, were within 75 yards of the prison wall when Officer Ralph San ders opened fire, forcing the prisoners to scatter. Appropriations Committee men Say Number Fed eral Employes Increasing Washington, Dec. 7. (IP) Two Republicans and a Demo crat on the house appropria tions committee said today that President Roosevelt's reorgank ation of the government was increasing, rather than decreas ing, federal expenditures. They told newsmen budget bureau estimates for the next fiscal year indicated that gov ernment personnel would be increased considerably. ' ' 1 Rep. Dirksen (R.-Ill.) said that, not counting defense re quirements, the federal payroll had been increased by 11,80? from May to December. He re ported 40,056 persons were add ed because of the defense pro gram. "When the roll is called down yonder at the treasury depart ment pay office, it seems to get bigger and bigger," Dirk sen declared. "Two or three more reorganization plans and we'll soon have a million per sons on the civil payroll." A high-ranking Democrat on the committee, who declined to be quoted by name, said that the new federal security agency had "a great many more" em ployes than the total of sep arate agencies from which it was formed. Washington, Dec. 7. (IP) The treasury disclosed today it had spent more than $4,000, 000,000 in five months and a few odd days. Making public treasury fig ures for December 4, the treas ury said that since the fiscal year began on July 1, expendi tures amounted to 84,006,334, 782, and revenues $2,253,045, 181. This made a deficit of $1, 753,289,601, and established the prospect that it would be dou bled before the end of the fis cal year. FINN LEGATION PLANS Moscow, Dec. 7. (IP) The Finnish legation staff, virtually isolated since hostilities began last Thursday, is planning to leave Moscow tonight for Riga and Berlin en route to Stock holm, Finnish sources said to day. Since establishment of the communist government at Terl Joki, on the Karelian isthmus, the Soviet government has re fused to recognize the legation and efforts of the Swedish min ister to act as intermediary for the Helsinki government have been futile. Schneck, Lehigh valley folk who celebrated their 64th wedding anniversary last week, saw something "won derful" last night their first moving picture. Said Mrs. Schneck: "It was the greatest thing I ever saw in 85 years and six months." And Lusingus thought the eirls "looked plenty nice." HEALTH SEALS SENT T Claiming the undivided sup port of groups throughout the city and county, the annual Christmas seal sale, which each year finances anti-tuberculosis work, is now in its second week. The letters which went out last week carrying seals to hun dreds of people in all walks of life were prepared by a group of volunteers, working under Miss Josephine Koppcs in the Jackson County Health depart ment. These volunteers were Miss Jean Rolph, Miss Barbara Jean Schuler, Mrs. Paul Jan ney, Miss Margo Boyle and Mrs. Emil Mohr. Jail and Fine For Drive While Drunk Roseburg, Ore., Dec. 7. (IP) Glenford Guy, cook at the South Umpqua Falls CCC camp, was sentenced today to six months in jail and was fined $100 after he had pleaded guilty in justice court to a charge of drunken driving. Guy was arrested, Sergeant Paul Morgan of the state police reported, after a wild ride in which he struck a parked auto mobile and overturned a taxicab Sunday night. American Fliers Would Aid Allies Windsor, Ont., Dec. 6. (IP) ine Windsor recruiting depot said today that 15 United States airmen had applied in two days for enlistment in the Royal Can adian Air Force. HI JOHNSON SCORES ACTION BY RUSSIA Los. Angeles, Dec. 7. (IP) U. S. Senator Hiram Johnson, preparing to open his campaign for re-election to the post he has held 23 years, characterized the Soviet invasion of Finland as arousing "utmost riAtaetntfrm of the deed and abhorrence of the perpetrator. "We should sever diplomatic relations with Russia whinh te all we can do short of war," the 73-year-old senator said in an in terview. "But not pvpn hv war could we save Finland." Find Frozen Body Prince Albert, Sask., Dec. 7. (CP) Frozen body of Joe Doch ter, middle-aged resident of Foxford, northeast of Prince Albert, was found 10 miles south of Weirdale in Fort A La Corne forest reserve. It was said he was a victim of exposure ana starvation. Harold Ickes, secretary of the Interior, estimated recently that the United States reserves of helium gas total 100,000,000,000 cubic feet, with a helium con tent of 1.8 percent or approxi mately 1,800,000,000 cubic feet of helium. (IP) Win ston Churchill, first lord of tilt admiralty, announced in the house of commons today that five German submarines had been sunk by the French and British navies this week and that the rate of destruction sur passed Germany's capacity to replace her losses. Churchill said the Allied drive against German subma rines was destroying from two to four weekly, which rate is superior to what we believe to be the German power of re placing U-boats." More than 1,000 British mer chant ships have been armed for defense, and there will be 2,000 soon, he added.
