Kellry, District Clerk. E ON ARMS REPEAL- By Ihs Associated Press France welcomed with undis guised Joy today the United States senate's vote to repeal the arms embargo. Britain indi cated it was "not dissatisfied". Germany where the news wai withheld from the public main tained silence. Paris was informed by glar ing headlines ln the morning newspapers. Stirred by the possibility of obtaining more American-made war-planes which apparently have proved their dependability on the western front the French cautiously considered the senate vote prophetic of an administration victory in the house. One newspaper referred to th development as "a victory for President Roosevelt, who is sup ported by the majority of tha American public." In Britain, the senate vote caused some surprise in official quarters, which apparently had expected a stiffer fight. They suggested that any comment be fore the issue has been decided in the house would be prema ture. Diplomatic circles said unof ficially, however, that Britain "at least would not be dissatis fied with the senate's decision." The British press was more outspoken, seeing reason for en couragement. The Dally Mail commented: "It cannot now be concealed that the prospect of such a vast war storehouse as America . of fers comes as a tonic encourage ment to the nations fighting tha cause of democracy." The Dally Sketch remarked that "the news from Washing ton will make poor reading for Hitler, but it may hurry him into doing something on the western front." Headlines in tha Herald Said "Good Newsl Bri tain Will Get Arms From U.S.A." While official comment was lacking in Berlin, the news ap parently was not entirely un expected there. A foreign office spokesman said no statement could be issued until after care ful study. Nice Uncle Sam. Portland, Oct. 28. (AP) Claude Orchard of Washington, D. C, director of the credit union section of the farm credit administration, said yesterday $130,000,000 has been loaned more than a million members of credit unions.
