Tanner said Joseph Stalin did most of the talking for Russia in their Moscow parleys while the Soviet premier and foreign commissar, Vyacheslaff Molot off sat by quietly. Both Stalin and Molotoff were "very friendly and cordial," he said, adding Stalin constantly had a lighted cigarette in his hand instead of the customary pipe. "1 think we can come to an agreement," the finance min ister asserted. GERMANS READY TO Paris, Oct. 26. (AP) French land and air patrols were re ported today to have returned from reconnaisance assignments with information indicating the Germans were fully prepared for a big push on the western front. The French said their scouts told of huge troop concentra tions and supply arrangements usually regarded as forerunners of a major offensive. They esti mated the Germans now have 1,500,000 men on the front and in support areas. Actual fighting, meanwhile, was limited to minor patrol clashes between the lines on the northern flank the only sign of action along the front since the German counter drive into the Saarland 10 days ago. WASHINGTON TAX AIDES IN SECRET INDICTMENT Olympia, Wash., Oct. 26. (UP) The Thurston county grand jury today secretly in dicted five employes of the Washington state tax commis sion and criticized the commis sion's "loose practices" in col lecting revenues. The jury said warrants were out for two former field agents of the tax commission who are fugitives from justice. The 1ury did not say if the men were among the five indicted. COMMONWEALTH URGES THIRD TERM FOR F. R. Portland, Oct. 26 (AP) A resolution urging President Roosevelt's election for a third term was passed last night by the Oregon Commonweilth Fed eration and sent to the president and Oregon's congressional dele gation. (AP) Snowplows churned on moun tainous highways today and lowland Oregon residents bun dled up against the biting wind and rain of winter's pre-season display. Plows attacked a light fall on the Old Oregon Trail near i Meacham. The same storm, un abated by mid-morning, dropped an inch of snow at Baker. Flur ries occurred at La Grande, 1 Burns and other eastern Oregon ' points. I A Cascade mountain storm placed another four inches of j new snow along the McKenzie river country summit. 1 North and east Crater Lake national, park entrances re mained closed for the third day. Burns' 17 degrees above zero was the lowest Oregon reading during the night. SINCE AUGUST 1 5 Washington, Oct. 26 (API America's grocery bill is about 10 per cent higher than it was on Aug. 15 and is showing little change. The bureau of labor statistics reported today that retail prices of staple foods in the week which ended Tuesday had not varied greatly from the preced ing week. "There were many small changes in specific items," the report said, but no detinue trend upward or downward in the general level, which is about 10 per cent higher than on Au gust 15. "Except for those foods which are changing in response to sea sonal factors, there is a tendency for food prices to decline on those items which are more than 10 per cent above their mid August prices." 4 Jap Loudspeakers Carry Peace Plea Shanghai, Oct. 26. (AP) Japanese troops today began a "peace offensive by means ot huge loud speakers. They call ed Chinese troops in the vicinity of Hangchow to abandon their anti-Japanese sentiments and lis ten to the stop-war plea of Wang Ching Wei, former premier of China, who now is cooperating with the Japanese. The loud speakers were set up on the mile-wide Chientang river, which the Japanese have not been able to cross. There are four towns in the United States named Akron. Clarke, 79, accountant, died here Wednesday midnight. He had been manager in earlier years of the Rogue River Water company, now the Grants Pass municipal system, and of the lo cal office of the California Ore gon Power company. His widow is the novelist, Kathleen MacNeal Clarke. Two daughters by a former marriage survive, Mrs. Douglas Wood of Medford and Marian Page, liv ing in California. (AP) Dr. Karl Ross, 60-year-old Alsatian autonomist leader, was condemned to death by the mili tary court today on charges of having turned over French mili tary secrevs to German spies.
