MIRK EXPECTS E BYNEXHiAY Oregon Senator With Group In White House Confer ence on Senate Argument Washington. Oct. 23 (AP) The senate refused today lo limit debate and thus hasten action on the administration's bill to repeal the arms embargo. Senator McNary of Oregon, the Republican leader, block ed an effort by Democratic Leader Berkley of Kentucky to obtain an agreement on debate limitation. Washington, Oct. 23. (AP) Senator Clark (D.-Mo.) told the senate today if the American people allowed their sympathies to lead them Into war "we are putting a pawn on our liberties which we may never be able to redeem." The Missourlan, opponent of President Roosevelt's proposal to repeal the arms embargo, took the senate floor a short time after Mr. Roosevelt had heard from senate leaders that the chamber probably . would vote this week to repeal the embargo. Confer With F. R. Those present at the White House conference were Barkley, Republican Leader McNary and Vice-President Garner. McNary told reporters after ward it was the consensus of those present a vote on the measure would be reached by Friday. McNary is opposed to the ad ministration bill, but he was re ported to have agreed with Bark ley and Garner that it would be approved by a two-to-one ma jority. War Means Dictator. Senator Wiley (R.-Wis.) told his colleagues he would vote against repeal, but added the opinion this country would not be drawn into war in any event. Clark said the industrial mo bilization plan which the war department has prepared for use in case this country goes to war would reach into every city and hamlet in the land. "I am not criticizing the war department," he continued, "be cause it is freely admitted that a dictatorship is the best form of government for the prosecu tion of a war and a democracy perhaps the poorest." French Would Buy. At the state department, Count Rene De St. Quentin, the French ambassador, conferred with Assistant Secretary Adolf A. Berle and told reporters afterward that France already had her purchasing organization set up for placing orders here in the event the arms embargo is repealed. The purchasing mission, he said, is already operating, buy ing up supplies of materials on which shipment now is permit ted, such as blankets and shoes for the French army. The am bassador said France was fully prepared to pay cash for her purchases. IN COASTAL RIVERS Portland, Ore., Oct. 23 (AP) The State Game Commission revoked a previous order Satur day prohibiting angling in coast al streams and lakes from Oc tober 15 to April 15. The commission said it would again consider at its February, 1940 meeting "the adoption of an order restricting the fishing or entirely closing all coastal streams to fishing during a part or all of the winter months as may be deemed necessary to maintain fishing conditions in such streams." The order was rescinded, the commission said, because of "several petitions" asking win ter fishing rights and because many anglers "have already pur chased licenses with the expec tation of fishing during the pres ent winter season." Notice giv en, it said, was too short. Ralph Smith, manager of the Chateau, today denied that the state liquor commission had re voked the restaurant and pack age store license of the south Pacific highway resort, as re ported In the Mail Tribune Fri day in an Associated Press dis patch from Portland. Mr. Smith said that no licenses had been revoked at the Cha teau, that the establisnment was open for business as usual and that he could give no reason why such a report was released. Plane Facts. Tucson, Ariz. (AP An air plane sowed 200 pounds of 50 varieties of grass seed over range land near here to test that method of restoring the range for cattle. The University of Arizona and the U. S. soil conservation service cooperated in the experiment. Results will not be known for several months.
