(AP) In ft emrefuUy worded resolution which did not identify Its target, the American Bankers association stood committed today for "full considera tion of equitable measures for pro gressively narrowing and finally clos ing avenues of escape from sharing the tax burden." The resolution, adopted before ad journment here yesterday of the bankers' annual convention, asserted the "avenues of escape still remain open In certain directions," and t leaders of the association said It was aimed directly at the tax-exempt features of government , state and municipal bonds. wartime conditions received at- tention by resolution and In the statement of Robert Mark Hanes, of Winston-Salem, N. Sept. 29. fAP) Counsel for Sally Stanford and Dor othy Heber lost a second effort within the week to obtain from an appellate court orders to release the women, held In Merced, county on child stealing charges, and reduce their ball. The third district court of appeal late yesterday denied without preju dice petitions for write of habaes corpus and reduction of the bail from 920.000 for each prisoner. The women were arrested in connection with the alleged kidnaping of 14-year old Evelyn Thompson of Livingston. WASHINGTON. Sept. 29 (APt Chalrmsn Plttman (D-Nev) of the senate foreign relations committee said today the administration's neu trality bill would modify the Johnson act forbidding loans to nation in default on world war debt. Senator Johnson (R-Calif) prompt ly announced he would of f er an amendment to the bill to prevent it from conflicting with the anti-loan act he sponsored seversl years ago. Plttman aald he thought the Johnson act would be modified by a provision of the new bill permitting 0-day credit to belligerent govern ments. The foreign relatione committee approved finally today last-minute changes in the neutrality bill, on which senate debate will start Mon day. The committee tightened up a pro vision which would have permitted American ships and planes to carry passengers and mall to belligerent port in the western hemisphere by providing only belligerent ports south of 30 degrees north latitude would be exempted. This latitude runs through New Orleans, and Bermuda and all Canadian ports thus will not be exempted from the prohibition against transportation of American goods to belligerent on American ocean-going ships. The legislation, which would wipe out the existing embargo on the sale of American armaments to belliger ents, also was changed to permit American airplanes to land passen gers and mall at all belligerent bases In the Pacific and the China sea. The expanded provision makes .it clear American planes can land at Hong Kong. Criticism of the administration neutrality bill came . unexpectedly from a few senators who have ap proved Its basic principle repeal of the arms embargo. Sponsors of the measure were con fident, however, a majority of the senate approved It. They predicted passage would come within three hours after start of debate Monday. The regular army came into be ing on September 29. 1789, when congress formally recognized an existing force of state militia "to be the establishment for the troops in the service of the United States." Walker of Eugene, well known here, who Is the son-in-law of Mr. and Mrs. Ernest R. G 1 1st rap The recently promoted man was the son-in-law of the late Charles H Hardy, who aided In prosecuting the L. A. Banks case In Eugene. Those placing and their order were: In one beef class, Cora Blgham, 1st and eth: Clara Mae Blgham. 3rd. In another class. Dale Blgham. Srd; Delia Blgham, 4th. Aliens Owens placed first with her Hereford heifer and second with her steer. Bill Blgham's purebred Guernsey club took top honors with Cora Blg ham placing first, Barbara Culberteon second, and Allene Owens fourth in senior heifer division. In junior heifer class, Mary Allen took second and Bob Allen third. These calves came from the herds of Leonard Free man, Pete stowell and Chas. Wing. In the grade Guernsey division, Clara Mae Blgham placed first with her senior heifer calf and Patty von der Hellen first with her Junior heifer. Jack Steele placed fifth Patty also placed third and Bryan Yorton fifth In grade Jersey Junior heifers. . Bob Walch headed exhibitors in the Pig club led by Elbert Blgham. winning first and champion with his Duroc Jersey barrow. Dale Blgham placed sixth with his Chester White In the sheep clubs, both purebred and grade, Bernett Jorton won first In purebred Corrtedale ewe lamb class; Ted Yorton was third. In aged ewes, Bernett took second: Ted, third, and Bryan fourth. Bernett placed first in the class of Corrledale bucks, Bryan, second and Ted, fourth. Tot wool, Ted placed second, Bryan fourth and Bernett fifth. Patty von der Hellen led grade sheep exhibitors, placing first with her ewe lamb and first with her fat lamb. In the ewe lamb class, Ben Walch placed second. Pat lamb class second place went to Clara Mae Blg ham and third to Cora Blgham. In special showmanship contests. Barbara Culbertson placed second In the pig class and Allene Owens sec ond In showing purebred Guernseys. Allene was second In the beef fitting contest.
