(AP) The Douglas county conservation council, a central group composed of representatives from all sports men's clubs of the county, had under consideration today a proposed bill which would prohibit net fishing on the Umpqua river, but would permit the sale of the legal limit of salmon taken on troll. The governor revealed a letter from the social security board had been received, but not until November 9. The denial followed a statement by Monroe Sweetland, secretary of the Oregon Commonwealth Federation, charging the governor with conceal ing the Information e-nd thereby aid ing the bill to pass. (AP) Oeorge Alexander finished hla Job today as deputy superintendent of state po lice and became warden of the state penitentiary, succeeding James W. Lewla, who died October 28. Since Lewis' death, B. C. Halley has been acting warden. Today he again became deputy warden. Alexander said there would be no changes In the prison staff except In cases of Incompetence. Heryford, state department of health sanitary Inspector, told the Jcaephtne county board of health Tuesday evening that he has already found unsanitary conditions In his survey of Grants Pas. He said he found septic tanks with' overflows running into gutter and street systems, and woodsheds used in absence of toilet facilities. . 4 Sawmill Workers Wait NLRB Order PORTLAND. Ore., Dec. 16. (AP) The employes of four Portland saw mills waited today to learn whether the National Labor Relations board would order the Congress for Indus trial Organization to continue as the bargaining agent or transfer recogni tion to the American Federation of Labor. The board completed review of the A PL petition for certification at the Eastern & Western mills. Previously It had reviewed similar petitions cov ering the Jones Lumber oompany, the B. P.
