Miss Carlton s Service In Public Health Field Appreciated by Doctors Appreciation of the great and valuable service given the oauw of public health by the late Mildred Carlton was voiced by Dr. I. D. Xnakeep, at a meeting of the Jackson County Medical society, Novem ber 30. Dr. Inakeep'a trtbut follows: . "Shortly after coming hero per manently In 1920 Miss Carlton took an, active interest in wnai was 10 do her life work the promotion of public- health and preventive medicine In Jackson county. In order to further her endeavors the Jackson 'County Public Health association was formed. This was a lay organization designed to cooperate with the phy sicians of the county and to promote the establishment of the County Health Unit, to help Introduce meth ods of control of tuberouloals, Im munization against diphtheria and smallpox, and the establishment of better standards of health, particu larly among children attending school. . "Miss Carlton soon became presi dent of the association and her ef forts bore fruit In 1023 with the establishment of a health unit In the old court house In Jacksonville. This first unit consisted of one phy sician, one nurse, and a secretary. Those who have seen the marvelous equipment of the present health unit, for most of which Miss Carlton Is responsible, may be Interested In the description of the physical equip ment of the original unit. . "The original equipment consisted of a room and a half on the second floor of the old court house In Jack sonville. There was no running water. If water were desired In the sum mertime It had to be obtained from faucet on the lawn and during freezing weather from a house in the vicinity of the court house. There was- not even -an electric sterilizer, ftuch few- instruments as there were feeing, boiled In an aluminum pot ovor a Stemo heat can. There was no examining table, no Instrument cabinet, nor Instruments to put In It oven If there were one. ' ' '"The desks were borrowed and had to be returned whenever their own ers wished to use' them again. The floor was rough and splintery, and taie walls were covered with gray and brown paint. One window served as Illumination for the room and a half. Heat was from a chunk stove In one corner of the main room and var ious members of the unit took turns in making the fire and keeping It going.; . " ' " "Most health units when they are young are delicate creatures and tend to expire from malnutrition due to cutting off of sustenance from the county budget. I believe that most twits in the -state of Oregon have been allowed to lapse one or more times due to lack of Interest on the part of the public "Due to Miss Carlton's energetic fcnd forceful leadership, the Jackson County Health Unit never suffered Such a lapse. Miss Carlton always wns ready with a committee of business men and. women to see to It that the necessary appropriations were in cluded In the budget, If necessary almost by force. At one time this committee waited on the county Judge and commissioners In their quarters, virtually Imprisoned them there and flooded them with argu ments. Continuing appropriations fpere made for the health unit. I "Miss Carlton was also very active in the establishment of favorable publlo opinion for the support of public health work throughout all the rural communities of the county. Her Interest, her Btrength, and her time were entirely given over to this which was at onoe her hobby, her work. Trips to the east were taken to study the advantages presented In other states which might well be applied here. Well-baby clinics. Im munisation clinics, crippled children clinics, and mental health clinics, were all results of her endeavors. "As time went on and the health unit was better understood and Us great benefits seen by a larger share of the people, the services were ex tended until at the present time there Is a doctor, sanitary engineer, secretary, and five public health nurses in the allnlc. The physical equipment of the present health unit Includes much valuable and adequate material to work with, as well as the Sparrow Memorial clinic, orig inated by Miss Carlton In memory of the lnte county Judge, Alex Spar row.
