(AP) High governmental officials and Latin American diplomats wished Secretary Hull godspeed today as he left the capital by train for New York enrout to the Pan-American conference at Lima, Peru. Sumner Welles, who will be acting secretary of state In Hull's absence, and Secretary of Commerce Roper ex tended wishes to Hull and his party In the presidential room at the Union station. Also there were Uruguayan Minis ter Jose Richltng, Norman Davis, chairman of the American Red Cross; Argentina Ambassador Felipe Espll, Ecuadorean Ambassador Colon E3oy Alfaro, Peruvian Ambassador Manuel Freyre Santa nder, and Ellis O. Brlggs, aotlng chief of the Latin-American division of the state department. Landon to Join Party In New York Hull will meet other members of the United States dele gation, Including Alfred M. Landon. The group will sail at 2 p. m. (PST) on the Grace liner Santa Clara. With them will be state department aides, secretaries and a number of Washing ton diplomats who will represent Latin American nations. Before his departure from the capi tal, Hull had a long conference with Under-Secretary Sumner Welles, a Latin American expert who will be in charge of the state department In the secretary's absence. Discuss Problems Their discussion revolved In part around the Lima conference and In part around the foreign problems likely to arise during the next few weeks. One of these concerns relations with Germany, about which Ambas- sador Hugh R. Wilson of Berlin will report to President Roosevelt this week-end at Warm Springs, Ga. Wil son was due In New York late today, having been summoned home at the president's request. Germany's economic advance In South America will receive Indirect consideration at the Lima conference, which state department officials con sider the most important meeting of the 31 Pan-American republics ever held. by AT AUTUMN 'FAYRE' HOVE. An employed Ice cream sales man was arrested the same day and charged with murder. The duchess on Wednesday opened the "fayre" to aid local charity and afterwards she visited various booths. She said she noticed a man who made strange faces following her. The government's aim Is to safe guard the country against a pos sible quick Invasion In event of war involving three powerful neighbors. Prance, Germany and Italy. It Is feared that one of t hose countries might attempt a swift flanking move ment across Swiss territory to "by pass" the virtually impregnable steel walls along the Franco-German and Franco-Italian frontiers. Such an attack would be virtually the only way Germany or France could strike at each other without hurling mil lions of men against the French Maglnot line and the German Sieg fried line. Construction of a wall of steel and concrete fortifications across Swit zerland would cost vast sums, but Swiss military authorities regard It as an urgent necessity. It is ex pected It would extend across the country along a line from Basle through Lucerne to St. Gotthard, where smaller fortifications already exist. The scheme, howover. Is only in the stage of a project at present. The Swiss army, which is based largely upon machine gun units, to day has a strength of about 400,000, including the recently organized ter ritorials or "third line" troops. It has no tanks, however, and suffers from a deficiency in heavy artillery and anti-tank guns. Switzerland also possesses 'only a tiny air force of about 120 first line planes and vir tually no anti-aircraft guns. WEST MAY YIELD NEW RESOURCES FOR USE IN WAR SAN FRANCISCO (UP) With the United States dependent upon lm-1 portatlons from all part of the 1 world of nine of the "atrateglo mln eral supplies" necessary for the car rying on of modern warfare, a cam paign has been launched for making the United Statea self-sufficient in nearly all of these minerals by the development of known deposits that exist In the western states. This development is declared to be all the more necessary at the present time for the reason that China, major source of tungsten, which is indispensable in the hard ening of all Iron and steel, is pass ing into the hands of Japan and Spain, principal world's source of mercury, Is still too embroiled in war to make it certain that America could Import enough for its own needs in event of war. The campaign has been undertaken by a private non-profit organization whose objective Is the development of all resources of the western states. The nine minerals that are Indis pensable for the manufacture of modern war materials are antimony, chromium, maganese, mercury, mica, nickel, platinum, tin and tungsten. With the exception of mloa, the United States is exceedingly poor in the production of these minerals, although deposits of all, with the exception of tin, are said, to exlat in the western states. The minerals or metals are neces sary for the manufacture of all types of guns, ammunition, armor plate, rails, automobiles, machinery of all ktndB, virtually all electrical equip ment, cutlery, structural steel, tools and Implements, hardware, tinware and building material. At present the United States Is dependent on importations from 'all parts of the world. The bulk of anti mony comes from Mexico, China and South America; sheet mica from British India and also Madagascar; tin, from tho East Indies; nickel, platinum and chromium from Great Britain: tungsten from China and mercury from Spain. Statistics were offered to show that the United States' consumption of these minerals is as exceedingly large, but the production is small. For the first step in Its campaign to make the United Statea aelf sufficlent In these minerals, the complete technical survey of the situation, aided by state adminis trative officials, federal departments dealing with new raw materials of tho region, businessmen, and pri vately and publicly owned electric utilities. As soon aa the survey la complete, which will be early next year, conferences will be convoked and steps taken for the development of all domestic sources of these minerals. Reheat when served. Banana Poughnuts (Makes three dozen) 3 tablespoons fat cups granulated sugar 3 eggs, beaten 1 teaspoon cinnamon H teaspoon cloves 1 teaspons salt 1 teaspoon van it la M cup buttermilk , 33 cup mashed bananas 5V4 cups flour 1 teaspoon soda 3 teaspoons baking powder Cream fat and sugar together. Add rggs and let stand for 10 minutes. (Doing so helps dissolve the sugar.) Add spices, salt, vanilla, buttermilk and bananas. Beat for two mtnutes Add rest of ingredients. Roll out small amount of dough at a time and cut out doughnuts. Fry in deep hot fat until wVll-browned. Turn to allow even browning. Drain well and, when cool, store In a tightly-covered Jar. Coat with sugar when ready to serve. Popcorn Balls (Makes IB) 3 quarts popped corn (unsnlted) 1 cup molasses 33 cup brown sugar 1 cup water 3 tablespoons vinegar 3 tablespoons butter teaspoon soda Boll without stirrinj the molasses, sugar, water, vinegar and butter. When a "click" ball forms when some of the hot syrup is poured Into cold water, naa tne soaa. mix well and while "foaming." pour over corn. Mix thoroughly.
