IS 10 Newport Construction Co., and Kern and Kibbe Joint Proposal of $118,673 Has Council Approval City council last night voted to end to the PWA regional office in Portland for approval a proposed res olution awarding the contract for the reconstruction of paved streets. The proposed resolution would award tho contract to the Newport Construction company and Kern 4c Kibbe, Portland firms whose Joint bid of aii8,673.28 was low. The bid and contract award, however, are subject to approval of the PWA which Is assisting In financing the project with a grant of funds. The meeting vm adjourned to 0 p. m. Friday when It Is expected word will have been received from the PWA paving the way for the actual award ing of the contract. Htreet Mght Voted In response to a petition from prop erty owners and tenants, the council voted to provide additional light along Cottage street as recommended by the building and light committee. The petitioners had asked for addi tional Illumination to eliminate the hazard of criminal activity. Council man J. P. Erickson read the report for tho committee. A. H. Ban well, manager of the Jack son County Chamber of Commerce asked and was granted permission to work with the city superinten dent's department In assembling facts on the desirability of using Mr ti ford as one of two places in Oregon for es tablishing an aviation school for the o. 8. army. The action was In re sponse to a request from the Portland Chamber of Commerce which la pro posing two such schools In Oregon, one in Portland and one in Mcdford. The proposal resulted from a talk given at the September conference here of the Northwest Aviation Plan ning cotinell by the late MaJ.-Ocn. Oscar Westovor who stated that fa cilities wore lagging behind airplane construction. "This proposal shows that Medford Is atlll In line for an army air base." Mr. Banwell commented. Rrlieffrl Report Landed Councilman Thomas Roseberry read City Superintendent Fred W. Schef fel's October work report which was described by Mayor O. C. Purnas as excellent. Amplifying a part of the report. Mr. Roseberry said tho Stew art avenue flood control project was practically completed. The project was a Joint city and county under taking. Another report by Mr. fichoffel showed that since the previous coun cil meeting on November 1 14 addi tional defective sidewalks had been repaired. The repair work la con tinuing. The council voted to coopearte with the Jackson County Chamber of Commerce again this year in decorat ing the streets for Christmas. On recommendation of M. N. M. Mlckle. state director of agriculture, explained the functions and alms nf the state deoartment t of agriculture at a luncheon -meeting - of the Medford Rotary .club at the ' Hotel Medford Tuesday. A number of valley farmers were Invited to hear Mr, Mlckle's message. Duties of state department of agri culture officials are of a regulatory nature, the speaker pointed out. There are five divisions ln this state department administration, market ing, animal Industry, plant Industry and foods and dairies with checking of weights and measures, enforce ment of the gasoline law and varied duties assumed by department mem bers. Through the work of this depart ment, with federal cooperation, ani mal and plant diseases have been controlled to a largo degree. Oregon holds an enviable position In the nation ln this regard, Mr. Mlckle said. Among other activities of the state department of agriculture, as pointed out by Mlckle, arc: Insect control, curbing plant diseases and maintaining quarantines, seed and bulb Inspection, Inspection of meth ods of food handling and distribu tion, grading milk and cream, and safeguarding the standard of export dairy products. Among Interesting facts brought out ln Mr. Micklc's address was the volume of egj?s shipped annually from Oregon to eastern markets. This volume ranges from 350 to 400 carloads. The operation of "ship ping point Inspection," now In gen eral use here and elsewhere, was explained by the speaker. In concluding his Interesting ad dress.
