Now the state Is being substituted for the family as the deciding factor in the choice of work. Labor Unions Wenkened. Labor unions, existent but never strong, will have even less Influence In the future. The objective of the plan for laoor registration Is to have a continual and ample supply of workers for the munitions industry. Article 21 of the national mobiliz ation act provides: "When found necessary for pur poses of national general moblllzd? tlon. the government may, in accord ance with the provisions of an im perial ordinance, cause subjects of th empire, or those employing or using subjects of the empire, to re port on vocational ability, or wc amlne the vocational ability of subjects- of the empire." Under that general authorization, the government has been preparing detailed requirements. The news paper Kokumln said that, the ordin ance would be ready for enforcement In November. Modified Conscription Plan. 1 Require .the registration of all males between the ages of 16 and 60 who have been holding Jobs di rectly or indirectly related to the munitions Industry for the past three months. a Require the registration of men who have studied in engineering or mining universities or schools. 3 Demand reports from employers who engage five or more workers. 4 Put into effect enforcing and regulatory machinery. (S Provide for inspection of em ployed personnel. 6 Provide for examinations to de termine vocational aptitudes. 7 Carry provisions for shifting of workers from Job to Job as necessity requires. 8 Prevent changes of employment without permission.. ft Provide wage scales. Williams, 54, Wednes day for the fatal shooting of his 200- pound wife, Laura, last week. District Attorney James R. Bain announced he would let the case run its course" and prepared to submit second degree murder .charges to the grand Jury .Friday. Williams, a retired railroad brake- man, said his wife, a well-known stock breeder and dog fancier, was killed In a scuffle over a gun. He asserted his life was "made miser able" by the presence of dogs and bulls. Williams said his wife forced him to repair the automobile while he was ill and struck him with a ham mer. The shooting occurred a few momenta later. CAVES CITY JUBILEE WILL OPEN SATURDAY CAVES CITY, Ore., Sept. 1. (Spl.) George (AP Feature Writer) WASHINOTON. The world was flabbergasted one old February morning In horse -and -buggy 1904 by news from far-off Manchuria Tiny Japan had suddenly opened war on gigantic Russia I It seemed incredible that "the cute little brown men" nobody then thought or Japan as a militaristic nation with Asia-dominating ambi tions dared to tangle with the mighty Muscovite bear. Even more surprising was the news a few day later that the Japanese were wallop ing the Russians on land and tea The big bear, in quest of Asiatic honey, had prowled too deep Ints Far Eastern territory lor little Japan's comfort. Russia's Gibraltar of the east, at Port Arthur In Chinese Man churia, and the czar (.. warships there had become "claws stretching toward the throat of Nippon." Britain, which then had a "pro tect China" alliance with Japan, also frowned on Russian military pene tration. Russia refused to withdraw her troops from Manchuria and be fore the czarlst government realized what was going on, the Japanese had destroyed part of the Russian fleet at Port Arthur and had won a series of land battles. Out of the Blue There were no preliminary border clashes like those of tho last seven years between Soviet and Japanese troops. All of a sudden Japan launch ed a war to the finish, mustering all of its forces to drive the Russians from Manchuria. The Russians rallied later with re inforcements from home ond put up a stout but usually losing struggle. The Japanese dealt them three stag gering blows: Impregnable Port Ar thur was captured after a terrific seven-months' siege, the Japanese I won a decisive battle at Mukden ana a tremendous naval victory in the Sea of Japan. Admiral Togo's "mosquito" flotilla annihilated the proud Baltic fleet which had steamed half way around the world to avenge earlier Russian naval reverses. United States folks, sympathetic toward Japan as "the little fellow" In the war, spoke of the diminutive Togo aa a second Admiral Dewey. The war dragged on. the Russians steadily losing ground, until preal dent Roosevelt Induced the two gov ernments to start peace negotiations In August. 1905. Under the treaty signed in September, Russia aban doned her claims to Manchuria. China resumed control of that coun try and Japan took over the lease of strategic Port Arthur. The world didn't realise It then, but Japan had become a big league nation. The poorly-trained Russian soldiers displayed great courage' but most of them didn't know what It was all about and wanted to go home to their wives and children. On the other side, every man, wo man ond child in Japan were united In fervor behind the emperor, the army and navy in "defense of the homeland." Unrest among the Russian musses led to the revolution of 1903. com pelling the Russian government to divide Its attention between grave troubles at home and the war In distant Manchuria. The Russian sold iers were woefully lacking In cap able leadership, In discipline and teamwork among their major officers. Threat From the Air The huge Soviet army of today Is recruited from the same peasant and worker groups, but It Is rated Immeasurably superior In training. Intelligence and national spirit. It Is no longer the illiterate, bewildered "cannon fodder" which followed the Imperial eagle. Both Russia and Japan now have considerably better equipment than In 1904, but tho gains made by the Russians in soldier ability and con fidence and In reputed officer intel ligence are relatively much greater. Moreover, the development of the bombing plane has made Japan much more vulnerable to attack today than It was 34 years ago. Russian air dromes near Vladivostok are only some 600 to 700 mhes from large cities of Japan with their flimsy wood and paper houses and their highly concentrated Industrial plants.
