Burton of Cleveland advo cated a division of the relief bxirden between the federal and local gov ernments before the Republican pro gram committee today. Under his plan, the federal gov ernment would provide work relief for the "unemployed employables" and the local governments would establish permanent programs for the needy element unfit for regular Jobs, such as the bllrW, aged . and crippled. The "relief chlselers" able but un willing to labor would be left Inten tionally "in the middle." He esti mated they represented between five and 15 percent of the assistance load. . . "The solution of the relief prob lems lies In action toward Industrial recovery," Burton said. The mayor reported the policy ho supported was originated by the United States conference of mayors. He outlined his views to reporters before presenting them, to the com mittee In a closed session. Meanwhile, the program ' drafters appraised "racket-busting" as a na tional issue, Francis E. Rivers, a negro, and as sistant district attorney of New York county, told the group at an open forum last night "the fata of the rackets is in a real sense a political question." Neb.), asserted to day President Roosevelt would be de feated If he sought a third term. A foe of the president's court re organization plan, Burke told report ers he did not think any man could succeed In such an effort. "The president, he added, "prob ably could come as close as anybody but he would be defeated, t person ally would oppose anyone seeking a third term under any circumstances." Asked what he thought would hap pend If the president sought a third term. Burke commented: "It would split the Democratic party Into a thousand pieces. It would break It asunder. "I have no Idea as to President Roosevelt's thoughts on the matter. He thinks he could carry out his program better than anyone else.
