(Special correspondence). I know ill of our Townsend readers are Interested la what happened at the third national Townsend . convention Just closed bere In Los Angeles. Thla was the most successful con vention In Its accomplishment and outstanding for Ita laclt of Jangling and spilling of dot air. Most of the actual business ws attended to by official and non-offlclal committee meetings with quite a little of It cut and dried beforehand. A large part of the convention time was given over to speaking by noted national Townsend speakers and of ficials, aome of the latter giving their annual reports. A great deal of time was taken by demonstrationa of- en thusiasm, rallies of delegations and group singing of Townsend songs, program -numbers, etc. ' I summed up the convention effect In these words: "Its greatest Inspi ration was the enthusiasm; Its great eat result was inspiration of loyalty to the Townsend plan and lta offi cials." Hardly a word was said In disloy alty to Dr. Townsend nor effort made to In any way supplant him or even provide him wlOi advisory officials: also hardly a word said by any speaker or others as to the Townsend plan being an "old age pension." The thought throughout being Its great benefit to the young people and to business recovery. Politically a great deal was said as to how this phase would be Handled. Most effort will be put Into the elec tion of Townsend congressmen and senators. Speakers will be sent Into the districts of present congressmen who are enemies to the plan, and thus by sheer weight defeat them, electing good Townsendltes In their place. These will be outstanding statesmen capable of handling gov ernment affairs. Also polltcally, the Townsend party was officially per fected and adopted. This Is now In full force here In California and will be pushed In Oregon next. Mo one seems to be able to Interpret 4.. nrmonn ln AB hOW tO form a political party and aome of them may have to be changed or perfected. The new manual for conducting club affairs was adopted, having a number of changes whtcii will bene fit club work. The main official or ganizations will be clubs and na tional headquarters with Dr. Town- send In absolute control. State, dis trict and county organizations are abolished and there will be state rep resentatives with groups of helpers In each state. The main program started out June 18 with a caravan formed prin cipally near San Francisco which moved down the Pacific Highway but becoming so long (seven miles) that Los Angeles could not let them enter In one body. They broke It up Into units and sent them In by various streets and It then took them seven hours to get them in, Sunday, June 19. was a day of ad dresses of welcome followed by a stupendous pageant of program and stunts such aa no place in the world could put on but Hollywood. Her bert Wallensteln was master of cere monies with audi men as Herman Rex and Thomas Maynard aiding. Space la too short and words too In adequate to describe the stunts. Monday, Tuesday and Wednesday were business and speaking daya, out standing being the keynote address by Ralph Hand, the address by Sena tor Ralph Brewster of Maine and an address on the youth phase of Town send work by a girl of about 18. An enormous rally and picnic at Long Beach ended the convention Thursday. There were about forty thousand in attendance at the Sunday program. The business sessions were attended by about 7000 and about 100.000 at the picnic. Next Immediate move will be a concentration of effort by national headquarters on Oregon to get it straightened out and properly func tioning. The party I am In is spending an additional week sightseeing and we are seeing plenty. Tomorrow morn ing I am trying for passes for my self at botli the R. K. As yet, of course, the only real test of the probable quality of the Inquiry Is the quality of the per sonalities Involved. These augur fa vorably. The inquiry committee's congressional members, headed by Senator O'Mahoney of Wyoming, are moderate and pretty sensible. One or two of them, like Senator King of Utah, are hard-shelled, hair-splitting tortes. As for the contingent from the executive branch the New Deal ers described here earlier this week they are intelligent, somewhat temperamental, but reasonably dis interested and serious men. And now comes word of the ap pointment of the committee's first special investigator. Thomas O. Blals dell, Jr., who will be director of the securities and exchange com mission's division of the study. Blsls dell has summed himself up' neatly: "I'm a political mugwump, an ex mlsslonary and a friend of Rex Tugwell's, and I'm not ashamed of any of them." Although the committee members give the direction, the special In vestigators hew the wood and draw the water, and Blalsdell will be charged with the most Important of the special Investigators' tasks examining the uses to which the Insurance companies put their huge reservoirs of capital, and Inquir ing Into the concentration of gen eral economic power. He has pre pared for his Job in 42 years of hard, varied, and not too conspicu ous work. Including labor at Co lumbia university, teaching for the Presbyterians In China and for the T. M. C. A. in India, and ending in minor employments In the New Deal. The Important point about Blalsdell Is that he la not, tempera mentally, a frier of anyone In his own fat. Friday 8:00 Four Corners. The original In ventors of the antl -monopoly In quiry are all deep-dyed haters of bigness, but Blalsdell Is Inclined to doubt the true religion. He has dis cussed the problem at unquotable length. But In SEC Commissioner Jerome N. Frank's new book, "Save America First." he Is well summar ised as believing as follows: "It Is not a self-evident proposi tion, nor has It been proved, that the competitive struggle Is always good for those who participate In It. or that lta affect on the bulk of the population Is Invariably praise worthy." One might almost say that Blals dell begins with a predisposition In favor of big business, so long as It Is subjected, to be sure, to appro priate regulations. And there, of course, Is where the trouble Is going to corns. Predisposition or no pre disposition, Blalsdell has nine chances In ten of being denounced as mon strously unfair by the united voice of all conservatives. The answer Is that definitions of unfairness vary, and however the antl -monopoly In quiry is carried on, one side will call It a calm and factual Investiga tion, while the other will describe It as a cruel, perverted and political torture chamber.
