Two major factors are responsible for the drop. Seasonal employment, which la giving men Jobs on farms. In lumber camps and In the fishing industry, Is getting under full sway. Also, thousands of men, who other wise would be os relief, are getting unemployment compensation checks each week. Lowest in July By July there probably WU be only about 10.000 or 15,000 relief recipients, and then the relief curve will take Ita seasonal Jump upward again. In January, 1938t there wen 39,000 persona on relief, but by July the number fell to 14,000, climbing to 38.000 In January, 193T, The figure sank again to 13,000 last August, only to soar upward to 41,000 last Feb ruary I, . t In other forms of relief aid, how ever, the number of persona on public assistance still continues to . rise slowly. . An all-time high of 18.907 old age pensioners was reached In April, com pared with 11,000 a year ago and 7,000 two yeara ago. The. average pension ia'31.3 a month, and the state has enough money to pay 34,000 pensions. The principal reason for the sudden rise Is that the pension sge limit was lowered from 70 to 95 In January, 28 Per Cent Get Pension Twenty-five per cent of all persons over 65 years of age In the etate are receiving pensions, ranging from five per cent in Jefferson county to 33 per cent In Gilliam and Baker counties. There are about 19,800 families receiving help under the aid to de pendent children program, double the figure of a year ago. The number of blind persona re ceiving aid la 438, compared with 390 a year ago. In all four forms of public assist ance, there were 31,849 cases In April. 83 per cent being old sge assistance and 41.8 per cent being direct relief Thirty-eight out of etery 1,000 per sons In Oregon are receiving direct relief. Malheur county, with 71 out of every 1,000 of Its population, has the highest percentage, while Sher man county Is low with only nine out of each 1,000 persons. The cost of all four programs runs about 8850,000 a month. Prom 1933 through 1937 all forms of relief in Oregon cost 844.333,113. the federal government spending 929, 031,614. the state 97,776,397 and the counties 97,814,101.
