Political clearance the Indorse ment of the ouffey machine waa not demanded of actual relief clients seeking Pennsylvania WPA employ ment. But every one of all the thou aanda of foremen, aupervlsors. time checkers and the like 'were required to be faithful Ouffey worker. The method of hiring these well paid WPA officials waa simple In deed. When the egregious Mr. Jones required men,, he notified the state committee In Harrlsburg. The com mittee checked over Its llsta of de serving Democrats, supplied "clear ance papers" to the best vote deliver ers, and sent them along to Mr. Jones. After that, a life of federal bounty waa their fortunate lot. Just aa the foremen and supervis ors In the steel plants used to tell the workmen to vote for Senator Pen rose's Republicans, these WPA fore men and supervisors told the relief workers to vote for the Ouffey can didates. In spite of the pious pro testations of Washington WPA of ficials, all this Is universally admit ted by the franker Ouffey henchmen As Mr. Bailey, the senator's secretary, once said: "Those foremen are non designated Jobs. If good Democrats can have them, hell's bells, why shouldn't they?" The Ouffey political Juggernaut In Pennsylvania Is now split asunder, however, and the split haa even af fected the Ouffey progress adminis tration. Since clearance for all the WPA foremen and the like went through the state committee, moat of these servanta of the people. owe their allegiance to State chairman Law rence and his friends, Messrs. Kelly and McCloskey. In certain poor wards in Philadelphia, an actual ma jority of the Kelly-McCloskey com mitteemen hold WPA Jobs. It's possible to wrlt this column at all because Senator Ouffey's ti tanic efforts to recapture the Ouffey progress administration have brought the whole business Into the open. There have been other signs that the Lawrence ltes and Kellyltee in the WPA would be frightened Into line for Ouffey. Thus the recent letter of protest to WPA Administrator Harry L. Hopkins, from Philadelphia's Boss Kelly. Mr Kelly waa not really decrying politics In the WPA. He waa merely fearful that Ouffey politics would be uo- stltuted for Lawrence-Kelly-McCloe-key politics. And the chances are that they will be. In the next few days, more shifts of important officiate are said to be scheduled. More top men will have their heads cut off. And, above all. thousanda of new foremen, aupervts ors. time-checkers and so on are be ing added to WPA'a Pennsylvania rolls under the program of relief expan sion. Before the primary on May 17, the political army on the WPA roil will probably have been Increased from an original 8,000 to 11.000 or even 13.000. The new men will be all hand-picked Ouffeyitas, and, un less the senator la a great deal leu smart than he seems, the WPA vote will be t ouffey vote.
