(AP) A new pension system for widow and their minor children U receiving study by the social security board at tho request of President Booeevelt, It was learned today. Benefits would go to the families of workers who pay social security taxes, but who die before reaching the retirement age of 05. Under present law, the heirs of a worker who dies before the retire ment age receive only a sum equal to 8.9 per cent of his earnings from January I, 1937, to the time of his death. 110 to 120 In One Plan. The board, however, Is seeking some means of giving more sub stantlal aid to widows and children. Although no one plan has been ac cepted, one of those receiving serious consideration would provide monthly oavmenta of between 10 and mo to the children until they reach years of age. The widow would be pensioned for life when she reaches 60, getting between 20 and HO a month. Her pension would be determined by oercentnge of the average annual wages of her husband. This ponslon system would be sep arate from the grants which the board now makes to help states pay needy widows for tne support or at pendent children. Other proposals before the board would grant the widow her pension for a limited number of years im mediately after her husband's death Instead of pensioning her at SO for life. Would Advance Start, The board also was asked by the president to consider advancing to 1040 the beginning date tor paying monthly pensions to retired workers over 05. These pensions now are scheduled to begin In 1942. Kldd, president of the Jack son County Federal Savings Se Loan association returned to Mcdford Sun day night from Portland where he spent a week on association business. While In Portland Mr, Kldd con ferred with Frank Johnson, new pres ident of the Federal Home Loon bank which has supervision over all fed eral savings and loan associations In the northwest states. Mr. Johnson spoke highly of the Jackson County Federal Savings & Loan association, pointing to Its cap able management and rapid growth In the past four years, Mr. Kldd said. It Is not generally known but we have grown from a small Institution of 950.000 to the fifth largest federM savings and loan association In Ore- I gon,M Mr. Kldd stated. 'We now have assets of $848,000 and surplus of 50 ,000. The action has the effect of killing the bill unless there should be a special session of congress before next January when the present con gress dies. (AP) Ben T. Osborne, secretary of the State Fed eration of Labor, described the Ore gon commonwealth federation today as the "back door to the CIO" and declined to support the political can didacy of any persons associated with It. A letter to this effect was forwarded to all state AFL labor councils. The statement was In reply to request from the Salem Trades and Labor Council for an endorsement of a supreme court candidate whom Os borne said was active In the common wealth. We assume you are familiar with the recommendations made by Pres ident William Green only a few weeks ago relative to keeping aloof from the Lewis so-called national nonpartisan league which is the national counter part of the Oregon commonwealth federation," Osborne wrote. WASHINGTON, May 4. (API-Sen ator McNary (B.-Ore.) said today the only complaint he had received since he proposed Institution of conserva tion practices on all forest lands of the United States both public and private came from his own state. The Klamath rails chamber of com merce, he said, had written that his plea of "taking no more from the forests each year than the forests can produce" would be ruinous to the Klamath area. McNary emphatically denied this. asserting his proposal would brlna stability to Klamath Falls and other lumber communities by Insuring a perpetual supply of timber. sustained yield practices," Mc Nary asserted, "will preserve the re sources for all times and assure con tinuous operatlona of mills." By providing for the future, the senator said, the day of "ghost mill" towns would pass. Communities would continue to thrive around a stable Industry. They would not face evacuation with depletion of lumber resources. McNary emphasized that his plan. presented to congress recently, pro vided only for voluntary cooperation of private owners with the federal government, which has for many years carried on "selective cuttings" or "sustained yield" practices on the national forests.
