!PXGE TWO Hons RELIEF SESSION CALL OF MEYERS Dramatic Move Of Wash : ington Official To Con vene Legislature Held , Illegal. OLYMPIA, April 93. P A -day dramatic attempt by lit. Gov. Victor A. Meyers to convene the state legislature In extraordinary session next Monday ended in failure here today, when the supreme court una nimously ruled against him. The eight tustloes differed some. what In their method of arriving at their conclusion, but a study of their decision leaves no doubt they are agreed the former Jazz-band .leader was not within his rights when he sent out a call for the law-makers to convene. High state officials, even members of the supreme court, and Mrs. Belle Beeves, the secretary of state against whom Meyers brought his action, praised the lieutenant governor for efforts yesterday to convince the high tribunal his call was legal, but there was a general feeling of relief In the capital city today that no meeting of the legislature faces them In tne Immediate future. The way wea opened for the spe cial session call, when the governor went to Washington City on April 14, to use his offices In obtaining a re duction of the acreage proposed for the Olympic national park. At that time, Meyers, was In Cali fornia on a fishing trip. He said he learned of the governor's absence from the state on April It, after ex tended efforts by special session ad Tocates to locate htm. By train, and Oregon and Washing ton state police cars, he made his way. through Olympla, to Seattle, where he said he learned an emerg ency existed, and called the special session, "to provide social security for the people, and 'enabling act for hous ing and slum clearance, and financial atld for poor school districts." Mrs. Reeves was acting governor, when Meyers presented his procla mation to her assistant secretary of atate, Charles B. Reed. He refused to accept It on the contention Oovemor Martin had arrived back In the state before It was presented. He chartered a special plane for the trip when he learned of Meyers' Intended actions, and then Issued a proclamation re Toklng MeyBra' "purported call." Refused legal counsel by the attor ney general Hamilton, who said he must defend the secretary of state and could not "straddle the fence" on the question, and without funds whlon he could devote for other legal services, the lieutenant governor made a spirited plea of his own case before the supreme court. U.S. CHAMBER HITS PUMP PRIMING AS BUSINESS CHECK WASHINGTON, April 23. (P) The United States Chamber of Commerce today criticized public spending a a method of stimulating recovery. 'Buelncsa sentiment to tha extent that It Is measurable, becomes more end more skeptical of the new 'pump priming' program," the chamber ald In a formal statement. The organization also suggested that revision of the labor relations act should be Included In any legis lative program to combat the reces sion. The chamber declared Its skepticism of spending was "born of experience. Earlier boot-strap spending," tne statement said, "has produced no lasting benefits. The temporary, arti ficial lift It gave to business was at fearfully high cost. The bill re mains unpaid. "The decision to try another large dose of deficit spending Is disappoint--Ing to that element of the business community which hnd hoped for a more fundamental approach to the underlying nausea or the depression. "Moro public spending, this jroup contends. Is not the proper cure be cause It does not go to the roots of existing difficulties. "Business, as represented by tho chamber, has consistently advocatod recovery formula which, It believes, reached toward the heart of the trouble.' Is not economically Justifiable, the board of ermy engineers reported to congress yesterdnv. The engineers said the Improve ment, removal of rock plnnaclps In the harbor area and construction of a breakwater extending 2,000 feet southeast of Chetco point, would cost more than $3,000,000. "In view of the limited supply of timber available In the tributary area, no lumber mill or terminal facility at the cove at the present time, nor activity In the develop ment of other resources and a pos slblo saving of only $70,600 In the event that lumber production at the cove were an actuality. Improvement of Chetco Cove Is not economically Justified, the report said. Finance Committee The commit tee on committees recommended and the board of directors approved the following finance committee for the Jackson County Chamber of Com merce for the ensuing year: Verne E. Rolfe. chairman. O. V. Turoln. Dwlght L. Houghton, E. A. Llttrell, Fred Wahl and Charles Clay. Otner standing committees will be appoint ed as soon as possible, officers said. To Convention Harry B. Duncan, Medford attorney, will leave by mo torcar today for Lee Angeles to at tend the 10th anniversary convention of the Farmers Automobile m tor Insurance Exchange and the True Insurance Exchange for which he Is district manager here. The conven tion will be held April 28, 29 and 30, and Mr. Duncan planned to re turn to Medford May 2. It was expected that the cruise would require about a week.
