rEPFOKD MAIL TRIBUNE. CEDFOTM). QTTEflOy. FRIDAY. APT?TL 12. PXOE THREE T SEEN HALTED BY Almost - Two to - One Man Power Boasted by Loyal ists Similar Impasse Prevails in Pyrenees Area HENDAVfc. France (At the Spanish Border), April 2?. (AP The lmurjent war flppt, led by the heavy cruiser Cannrlas, today raptured or lank a score of flhlng boat In which rov ern merit militiamen were at tempting to get from Catalonia to the coast further outh to Join the forces of General Jose Mlnja. HEN DA YE. Prance, at the Spanish Frontier, April 22. (AP) The gov ernment's almost two to one super iority In man power apparently has halted the Insurgent advance In east ern Spain. The latest communique Issued by the Insurgent general hendquarters, which for days has detailed a long list of captured towns, spoke merely to general terms of a "continued ad Tance" down the coastal road towards Castellon de la Plana. The terse communique, however, placed the Insurgent southern col umns still In the vicinity of Alrala de Chlvert, which was reported cap tured 36 hours before. A similar impasse seems to have been reached all the way to the Pyrenees frontier, where for the last two days the Insurgents have been taking "complete possession" of the Aran valley. Along the 100 miles of the 100 mlle front from Qandeaa north to Sort the militiamen have held firm ly for more than a week. At strategic Tremp and Balaguer the government reported counter-attacks had reduc ed Insurgent bridgeheads. During the month since the In surgent attack developed In Cata lonia. General Franco's troops have penetrated an average of only 18 miles within the province about one-seventh of Its breadth. The stabilisation of the govern ment's defenses behind the natural barriers of the Serge and Ebro rivers has enabled the militiamen to make the fullest, use of their strength. Their line of fortifications also has balked the Insurgent favorite flanking tactics, forcing them to make frontal attacks. Against, these the most effective weapons are the automatic rifle and machine-gun, the bnly ones .In which the govern ment has superiority. The II Canital Parade f Continued from Pag Onet Livestock BUYING - DWINDLES AFTER- EASTERTIDE NEW YORK. April 22. (AP) Re tail buying, after its pre-Eiater spurt, dropped back thla week to Its early April pace, Dim & Brad street reported today. Volume of store sales In some in stances fell as much as 30 and 40 percent, but "averaged" only 5 to 20 percent under last week at lead ing center of distribution through out the nation, the credit agency said. The sharp drop was due largely to last week's last-minute rush of customers for Easter apparel, foods and gifts, which gave retail men their biggest volume of business since last Christmas. Despite the big week-to-week drop, volume was only 2 to 8 percent un der the corresponding 1937 calendar week, the agency pointed out. Wholesale buying gained slightly as merchants began replenishing stock of goods depleted by the pre Easter rush, but 'ran 8 to 22 per cent under last year. WOrd- traced to- an informal poll eon ducted by the house administration leadership, which shows a clearly pre ponderate sentiment for the senate tax bill. And while Mr. Doughton has pon dered his horrid dilemma, a hot fire has been built under him by a group of the most expert fire-builders in American politics. Senator Pat Harrison of Mississippi, Senator James P. Byrnes of South Carolina, and the democracy's elder statesman. Bernard M. Baruch, are the men who laid the logs and applied the torch. Senator Harrison and Senator Byrnes participated in the prepara tion of Mr. Baruch's famous testi mony before Senator Byrnes' com mittee Investigating unemployment. The Baruch attack on the undis tributed profits and capital gains taxes was well weighed among them, and had much, effect in the senate. Then Senator Harrison cheerfully voted for the reorganization bill, which Senator Byrnes was piloting anxiously through the senate. And now Senator Byrnes has brought out, on a day when Mr. Baruch happened to be in Washington, an unemploy ment committee report denouncing the undistributed profits and capital gains taxes as causes of Joblessness. Too cynical au Interpretation may be put on this sequence of events. although the three fire-builders are as wily a set of Democrats as you would find In a very long walk around Washington. But the fact remains that the flames are singing the seat of Mr. Dough ton's pants. Portland -PORTLAND, Ore., April 32. (AP) (U-S. Dept. Agr.) Just to make things a little bit harder for Mr. Doughton. there is a surprising division of sentiment on what to do about the conference deadlock. In private, the president has repeatedly described the agita tion against the undistributed profits and capital gains taxes as pure smoke-screen, yet even he can hardly wish for no tax revision at all. On the other hand. In view of the sen ate's strong stand, he can hardly hope for the passage of the house bill. Thus, compromise is his object. The word has gone out that he will approve a compromise in which the capital gains tax will be sacri ficed, while the "principle" of the undistributed profits tax will be re tained. It Is on the undistributed profits tax that the public attacks have been concentrated, and thus such a compromise would have the appearance of victory. The president dearly loves the appearance of vic tory, as every man In the White House always has and always will. Fantastically enough, the actual father of the undistributed profits tax. Mr. Herman OUphant, is now trying hard to persuade the treasury to accept an exactly opposite com promise. The treasury's left-wing general counsel argues that, in times like these, the capital gains tax should be retained and the other sacrificed. He points out that a levy on capital gains Is likely to be more productive than a levy on un distributed profits when there aren't any profits. Tints confusion worse confounded reigns supreme. And fn the middle of the chaos sits foxy Senator Pat Harrison, determined to have his way with the tax bill. If it were not for the fact that the lawmakers are so eager to get home for the pri maries, one would be pretty safe In predicting a triumph for Harrison. As It Is, anything can happen, but whatever It Is, probably will satisfy no one. Cash grain: Oats, No. 3. 38-tb. white, 35.50; No. 3. 38-lb. gray, 35 50. Barley, No. 3, 45-lb. b. w., 38.00. Corn.
