Olfford, president of American Telephone A Telegraph company, repeated to stockholders at their annual meeting today In stronger lAruruagfl his recent criticism of Federal Communication Commis sioner Paul Walker's "one-man" re port on the Investigation of AT. & T. Olfford described tha report In , which Walker bad said telephone rates could be cut 25 percent "with out Interrupting existing net earn ings" as "Incorrect and misleading." Ha satd: Facts Ignored "The Investigators, in attempted support of unfair or erroneous as sertions, employed selected facts while Ignoring other and controlling fa-eta; they Imparted to tentative of fice memoranda prepared for pur poses of preliminary study or dis cussion the authority of final dec larations of company policy; they related documents to circumstances other than those under which they were prepared or used or to which they were addressed; they drew and stated utterly unwarranted Infer ences and professed and urged Illog ical and unfnlr conclusions." Olfford said that although the company had assumed they would have the right to erorw-exnmlne wit nesses, they were not permitted to do bo and that although they had been called upon originally to pro duce Information they were not al lowed to "present evidence of ours." He added; Itcport Inaccurate "The record of ' the Investigation la a record, not of Impartial Invest locators, but of partisans and prose cutors. Ths Information assembled Is neither accurate nor comprehensive." He pointed out that the full com mission of seven members has not yet returned Its formal report to congress. Despite general slowing up of busi ness. Olfford told the .stockholders, wb continue to gain In the num ber of telephones. During the first two weeks of April, we have gained 14.000 telephones, but the number of toll and long distance conversa tions continue to be somewhat less than the corresponding period of a year ago. "With wages snd tuxes higher current earnings ore somewhat lower. Bell system earnings for the three months ending February 28. were at the annual rate of 17.70 per share. Earnings for the 13 months ending February 28, were $9.31 per share" Afton S. Hay ward, a Brooklyn stockholder, asked Olfford whether earnings could be maintained If rates were reduced by 28 percent. The commissioner (Walker) ssya they could," Olfford replied, adding after a round of laughter: "There would be no earnings." An order signed by Joseph Stalin. a secretary of the central committee of the Communist party, and Vya chelaff Molotoff, chairman of the council of people's commissars, de clared much harm had been done by mass expulsions of peasants from farms for trivial reasons on the pre text of purging the farms of hostile The communist leaders accused pro vincial officials of bureaucratic high handedness and warned them they would be tried as criminals unless un warranted expulsions cease. Two other orders, Issued with thn apparent Intention of Inspiring col lective farmers to strive for bumper crops, promised them better condi tions. One required that at least 60 per cent of the cash Income of farms must be distributed among the farm ers. The other ordered tax evasions by Individual peasants stopped. The government found that collec- 1 tlve farm boards had been sp-ndlnfT funds excessively on buildings and other capital investments, as well as for administrative purposes. Grain Saving Lag As a result farmers In some prov inces failed to receive any cash In 1037. Others received only 28 to 30 per cent of their farms' cash Incomes. This caused peasants to seek won: elsewhere, which In turn forced the collective farms to hire workers from outside. Spring grain sowing is lagging morr than 13,000,000 acres behind the are; planted last year.
