WASHINOTON. April 19. (AJ)- President Roosevelt' relief program will permit the agriculture depart ment to broaden substantially Its ac tivities In helping needy farm famil ies, officials said today. Mr. Roosevelt has recommended that congress appropriate !75.000,000 for rural relief during the fl&cal year bKrtnntng July 1. At present the department has about 710,000 farm families on Its re lief and rehablllatlon loan rolls. Officials of the farm security ad ministration, which dlrecta the rural relief program, estimated that at least an additional 360.000 families need assistance. They said the. president's suggested appropriation would make help possible for the bulk of those said to need It. Needy In Two Classes. Rursl relief ependltures this year are ezectcd to total about 1118.000, 000. Most of the farmers needing aid are located in the south, mldwestem drought areas, the Paclflo northwest and In California. Needy farm families seeking aid are divided Into two classes first, those who might bo able to climb back to a Bolf-supportlng basis with a mini mum of financial assistance and technical guidance, and second, those destitute and In no position to gain a self-sustaining basis. Rehabilitation loans are extended to those In the first clnss. In general, the amount Is Just large enoueh to supply the bare essentials for carry ing on farming operations a plow, a mule, seed, a few chickens, and other simple equipment. Loans are meat on the basis of what supervising officials call a 'sound farm and home management plan," worked out by local supervisors. Program Drawn, A typical farm and home manage ment plan calls, first of all, for the raising of enough vegetables and live stock to meet the family's needs. Ac reage la set aside for production of fi for the worn tinlmals and other livestock. The remainder of tli farm ordinarily Is devoted to cash crops, which are diversified as much as possible. The loans, ropayablo over a period of five years at 6 per cent Interest, average about SHOO.
