Y., Sept. 23.-rfp Jorb D. Blggers, administrator of the unemployment census, announced after a summer White House confer ence today. President Roosevelt had approved final plans for the volun tary enumeration. He added he ex pected the count to be completed before December 1. Blegers said the president had given him "adequate authority" and ap proved an expenditure up to $5, 000.000. "We intend to keep well within that figure without slighting thor oughness," he added. He said the postoffice department would handle the distribution, col lection an preliminary check of reg istration cards which would be sent o 831,000,000 homes In the nation carrying a brief message over the president's signature. Radio Talk Planned. He added the president would make a radio address at a date to be selected explaining the Job and appealing to all to cooperate to get a fatr result. Blggers said the postoffice depart ment was being used because It would be the "simplest and easiest way for the iwemployed." They won't have to go to registra tion centers and stand In long lines waiting their turn. Second, the post office department has a fine, trained personnel, largely under civil service, which should be able to do this dif ficult Job better and at less cost than any other organization, he said. He said the registration would be completed before December 1 because the postal Christmas rush deadline is around December (I and from De cember 1 on there Is a heavy sea sonal unemployment, especially In agricultural centers. "We want to get in ahead of that to get a fair picture, not a seasonal one." he said. He added there would be no com pulsion and in families where there are no Jobless they would not have to fill out the cards and drop them In the mailbox. Job Ts Big. He said the Job was a big one and administrators would have to con tend with lota of handicaps, includ ing illiteracy and foreign language groups. It may be necessary to print thousands of cards in other lan guages and provide personnel to as sist the Illiterate. "In order to complete this regis tration before winter, the technical group composed of officials of the commerce and labor departments, the WPA. the social security board and the central statistical board and the census bureau have been working night as well as days with me, and have shown the finest spirit of co operation." PORTLAND. Sept. 23. m The Multnomah county grand Jury, ended, without action. Its investigation Into alleged gambling activities In Port land. The Jury said in its report to Cir cuit Judge James Crawford that neither City Commissioner James K. Bennett, nor any other witness sub mitted concrete evidence of gambling. No mention was made of Bennett's changes that connected members of the police department with the oper ation of Chinese lotteries.
