CONVICT CAUGHT
AFTER 18 YEARS
GETS NEW CHANCE
8ALEM, Aug. 28. (AP) Erneat B.
South wick. 38. captured In Boise,
Idaho, 18 years alter his escape
from the Oregon state penitentiary,
was a free man today provided he
does not return to Oregon. W. L.
Oosslln, parole board member, said
South wick was caught several days
ago.
"We have found that during his
18 years of freedom, Southwtck 13
led a life free of crime," Qosslln
said.
"The purpose of a penal Institu
tion is to reform criminals, but
South wick has reformed himself,
making lt unnecessary to return him
to finish his sentence.
"if he returns to Oregon, we
would be forced to take action
against him which we will not have
to take as long as he remains out
of the state."
South wick was received at the
penitentiary on March 13. 1919, from
Wallowa county to serve sentences
of one to 10 years and two to 10
years for larceny of a cow and as
sault with Intent to kill.
A month later he was taken to
the state hospital for treatment and
escaped from the hospital on August
13, five months after he entered
prison. He was 30 years old when
sentenced.

Conley, 71, of Portland, on the Co
lumbia river Is over,
Conley, one of the oldest gill net
fishermen on the river, racked bis
nets for the last time when the
commercial fishing season ended

He rounded the Horn on a wind
jammer In 1889 and made his first
drift on the Columbia the following
year. He has not missed a season
for 47 years.
He has seen the Industry develop

sions may Increase the complexities
of the next regular session of con
gress.
Little was heard of the subject dur
ing the recent session, but Rep.
Crosby (D.-P.), chairman of an un
official steering committee support
ing the so-called general welfare btU
all that remains of the Townsend
old age pension plan said a deter
mined drive for Its enactment will
be made next year. .
During the recess, he said, members
of the steering committee will en
deavor to stimulate support for the
legislation by speeches In the field.
ALso, he said, efforts will be made
as soon as congress reconvenes tl
unite all congressional old age pen
sion advocates under one banner.
Crosby said his group has been
promised a hearing on the legislation
by the house ways and means com
mlttee early next January.
The measure would levy a two per
cent transactions tax to finance the
pensions. The bill would provide
pensions up to $200 monthly If suf
ficient revenue were derived. Pro
ponents said, however, they believed
the benefits would average closer to
$80 or $100 monthly.

SALEM, Aug. 28. (P) Oregon win

Under the law, which became effec
tive August 23, no bank which la ft

The state can obtain Interest on
its oash only by making time de
posits, bearing Interest much lower
than the two percent formerly paid
on demand deposits.
Portland and Salem banks will pay
one-half percent for a 80 to 90-day
term, and three-eights percent for
31 days.
The state, however, may buy mora
government securities, now owning
$3,000,000 In federal paper.
