ROOSEVELT TALK SEEN OUTGROWTH OF PARTY SPLIT Developments Within Week Culminate Events Which Have Changed Political Picture Since 2nd Term By Nathan Itohertson WASHINGTON, Aug. 19- $) Pres ident Hooaevelt's aggressiveness since the collapse of his legislative program evidenced anew In hU Roanoke Island speech emphasized today the potentialities of the spilt which has developed within bis party during this session of congress. The chief executive followed up his selection of liberal Senator Black (D.-Ala.), for the supreme court with a fighting speech yesterday at Roa noke island In which he character- l7d his critics as "American lord Macaulays" who do not believe In democracy. Picture Changed These two developments within the past week culminated a series of events which have completely cbang ed the political picture since the president began his second term sev en months ago today. The Black appointment In lUelf wm evidence of the changing polit ical scenes. It topped off a sudden slUft In senate leadership, tn which the death of Senator Robinson of Arkansas was only a part. At the outset of the session, Rob inson and Senators Harrison of Mis sissippi and Byrnes of South Carolina were the acknowledged senate leaders and Roosevelt spokesmen on Capitol hill. Suddenly, younger and more liberal senators took their places. Bnrktcy of Kentucky became the majority lead er by one vote over Harrison, and Senators Schwellenbach of Washing ton and Mlnton of Indiana, together with Black, formed the new Inner circle. Democrats Divided The session begun with 7fl almost united Democrats forming the big- j gest party majority the .semtto had ever seen. It Is ending with 75 Demo crat divided Into nearly equal fac tions on soma of the Roosevelt legis lative proposals. Thus the Democrats on some Is sues have turned the bnliince of pow er over to tho numerically weak Re publican minority, not only In the senate, but In the house. Even Vice President darner's stat us has changed. At the outset ho was regarded as a stalwart behind-the-scenes negotiator for all presidential poHclcfl. Although still friendly and loyal to tho president, ho has been the spearhead or opposition to some administration plans. Court Plan Illumed President Roosevelt's court reor ganization proposal Is credited gen erally with creating the party fric tion. But close observers have noted many contributing causes, some near-i ly an fundamental. Harrison and Byrnes supported the court bill, but they along with dar ner and others In the party were critical of the president's handling of the sit-down stlke problem and the labor situation during the winter. They clashed also with the pres ident on his spending policies, first In private, and when that failed to gain results. In public. Harrison Critical The "last straw" for manv nf the critical Democrats, nartlcularlv those I from the southern wing of the party was the wage-hour bill. It drew from the lips of Harrison the first caustic criticism of Roosevelt policies he ever hod uttered In public. Picnics and dinners held to smooth over party differences have been In vain. Observers have talked freely of i new political alignment between con servative Democrats and Republicans Perhaps the difference can be Iron ed dut. President Roosevelt In his ad dress yesterday, however, gave no sign of surrender. 1 Lightweight Fails In Melon Marathon PETERSBURG, Ind., Aug. 10. (AP) William Conrad, weigh 126 pounds, had only a sore stomach to day to show for his attempt to de vour a 48 -pound watermelon.
