Assessment Collection
John A. Clark, superintendent of
the. sewage disposal plant tor the past
year submitted his resignation to the
council at Its regular semi-monthly
meeting in city hall last night. It
was accepted with regret.
In a formal letter to the council
Mr. Clark asked that his resignation j
be made effective August 1 or as soon
thereafter as a successor could be
procured He said he was resigning
so that he might take advantage of
an opportunity to continue profes
sional study In graduate work at the
University of California under the
United States public health aervlce.

During his employment here, Mr.
Clark said, he has enjoyed the co
operation of the council's health
committee, Dr. L. D. Inskeep, health
officer, Fred W. Scheffel. city superin
tendent, and other city employes and
he thanked them for their assist
ance. Mayor George W. Porter said he had
frequently Inspected the wwage dis
posal plant operations and had al
ways found Mr. Clark not only well
Informed and efficient but extreme

he regretted losing Mr. Clark to trie
city.
On the recommendation of George
T. Prey for the land appraisal com
mittee, tho council approved the sale
to Mrs. Elizabeth A. Temple of a

avenue and south of West 4th street.

The state engineer's office held a
session In the courthouse auditorium
today, receiving proof of Inchoate
water rtghta allowed by the courts
from the ymr 1009 to IMP. The
proofs will be received by the state
engineer's office at Salem, up to Sep
tember 30. The work la for the pur
pose of records.
The check covers water rights of
the Rogue river, and It tributaries,
excepting Little Butte creek, in Jack
son and Josephine counties.

Commerce department officials said
today there Is little chance that
Jlmmle Mattern will be permitted
to make a proposed North Pole flight
to Moscow.
These authorities, wanting to pre
vent recurrence of such air tragedies
as the loss of Amelia Earhart. said
It also la doubtful that projected
world flights by Howard Hughes
and Dick Merrill will be authorized.
Similar views were expressed re
garding a proposed globe-circling
flight by Merrill and Mark Helllnger.

EFFORTS HELD BIASED

Declaring that the Oregon state con
ciliation board displayed "flagrant
bias" In favor of the Oregon Worsted
company of Portland during efforts to
settle ft strike last winter, the na
tional labor relations board ordered
the firm today to stop Interfering
with Its employes' rights to Join the
union of their choice.
The ruling followed complaint by
the United Textile Workers, a CJ.O.
union.
