Treasury officials disclosed today they
will ask the 1038 congrrsa for a thor
ough overhauling of the tax struc
ture, designed to make further chang
es unnecessary for many years.
Authorities said they hope to elim
inate any existing Inequities, clarify
the tax statuses and close all revenue
"leaks." The tax system was not
nroperly coordinated during the fia
cal emergencies since the depression,
they said.
The treasury Is making an all-inclusive
study of federal levies with a
iew to enactment of a new general
rerenue law. This Is apart from the
current congressional Investigation In
to tax evasion and avoidance.
Some of the so-called nuisance
taxes may be eliminated, authorities
slid, particularly where the ei-yense
f collectiqn almost equals revenue.
Careful study la being given to the
income tax and the new surtax on
undistributed corporate profits, but
(fflciala said recommendations for
revisions have not yet been drafted.

Grissom pitched three-hit ball to
day for his fourth shutout of the
season, giving the Cincinnati Reds
a 2 to 0 victory over Boston for the
club's seventh victory in nine starts.

ninth. Grlsom fanned six and Issued
but two walks In running his total
to 30 consecutive Innings of score

Fish screen, in use intermittently
here since 1900. have long been an ob
stacle to farmers, and It ls the -n-census
that there are not sxilficlcnt
fish in the Big Applegate river to
Justify the expenditure and trouble
of screens. Nane installed within the
last year are operating at present.
Kubli. who left by plane Saturday
morning, expected to appear at a
special meeting of the commission

screens cannot be maintained suc
cessfully here; namely, that the ltme
moss carried in the muddy river wat

ly blocks them; and that the great
variation In water levels In the ditch

"If you can hold an equal amount of
wtter In the ditch all the time it Is
f'ne," Kubli said, "but right now our
north side ditch carries 1,000 Inches
of water, while In dry season. I has
only 100 Inches. We put a screen in
our ditch last year, but we couldn't

In stating that the Applegate should
be classified as a non-flshlng stream,
Kubli said that nine-tenths of the
stream area is fenced and inaccess
ible to the public. He also said that
the water ls low and stagnant In thu
summer and not desirable for flh.
