Chairman Mansfield of the home rivers end harbors committee and today President Roosevelt had sug gested that Boulder dam rate revis ion amendments to the Bonneville power bill be held up pending further study and a report by January 1. Mansfield added the pending bill setting up an administrator tor Bonneville in the Columbia basin would be "overhauled" In accord ance with the suggestion. Bonneville, he said, would begin producing power In October and It wa essential that the bill be passed this session. He said the Colorado river bat In states so far had not agreed on le vlsion of rate at Boulder, which be gan Falling power June 1, and that pending a study, perhaps by t.ie federal power commission, the Bon neville measure would be pressed. Several members of congress from states around Boulder dam have protected that If Bonneville rates are based on a lower proportionate con struction cost than at Boulder.
