It isn't expected that there will be an epochal announcement following his "side trip" to Washing ton. But the visit is enough. The former Princetonian is slated to aueceed Dutch Premier Colijn as head of the Oslo powers. Things have not gone far enough for the United States and its "new neighbor" to enter into formal agreements. But the new relationship is highly important for two main reasons: It gives this country a chance with an out-and-out neutral group at a time when the feeling for neutrality is strong in Ameries. It stives us greater diplomatic independence in showing Great Britain and France that we are not compelled to work exclusively with them if we want to avoid the "dictatorships." Closer trade relations with British government more conciliatory toward a reciprocal trade agreement with this country, as some of our friends among the dominions have been telling London it should be. A. B. Menace of RECENT news from abroad underlined m striking fashion one reason why dictatorships are unhealthy. They are secret Governments. They keep the world in a state of tur. moil and alarm because they are able to operate without debate and without publicity. Nobody can be sure why they act or what they are going to do next. A dictator may be a statesman, abler than his contemporaries and working for the benefit of his own country, he would still be an international danger. In the past he might have functioned in his own domain without upsetting neighboring nations; today everything he does must be felt everywhere. There can be no two opinions about the peril of having on this small and sensitive planet men with ab solute power over millions of people who are capable of moving without warning or explanation. j FROM Moscow comes fresh evidence of the extent of the ex- traordinary purge of the ruling clasa of the Soviet Union. What is known of the shake-up and the trials for treason in the upper ranks of the Red Army, the dismissal of directors and officers in the State trusts, the demotion and arrests of respon sible officials and party leaders is only what the Government itself publishes. It is impossible to ascertain how much more goes on behind the scenes or what it all means. Do treachery and sabotage honeycomb the system on the scale indicated by this wholesale liquidation? Surmises of a military coup are dis counted by foreign observers, but dispatches from London and Paris describe the British and French Governments as baffled. These unexplained and inexplicable developments are more than baffling. Uncertainty as to the true state of great country is definitely disturbing. THIS international aspect of dictatorship suggests why it is not simply a domestic problem. There are limits to the truth that the form of government one nation chooses is not the business of other nations. Dictatorship, as at present exer cised, is not only a method of Internal rule but also a method of foreign policy which by its nature prevents normal relations between States and affects the safety and stability of the world.
