Phone MV History of Health Work To Date In Jackson County Early days of health work In Jack son caunty are Interestingly described in the following report, recently sub mitted to the Jackson County Public Health association by the president, Miss Mildred T. Carlton, In eelebra- Ion of the twentieth anniversary of the organisation: "It waa hoped that a summary of the last 20 years of health work In Jackson county might be written In such a way that It would Interest the eld as well as the new health workers, but when the data was gathered It was found to be nothing but dates and names and so It waa decided to writ Just this kind ot a chatty re port.. I feel sure that much of the following will be "news" to most of you and only a few of us "old ones will remember. The Jackson County Public Health association was organised February 30th, 1918 with Mrs. Alice Holloway as president and Or. Lockwood as part time county physician. So-called "health work" was not started until 1920 under the late Dr. T. J. Malm gren and Miss Marie Palldlne, as nurse. There were temporary nurses doing publlo health nuralng before this, losned us by the Stats Tuber -culosls association and the local Red Cross assisted ua with the first nurse's salary. There could be much written which waa not recorded of the dlfflcultlea. but as all were overcome, why remem ber them? The tall of 1018 the flrat Christmas Seal aals was held and $925.17 was the result. The communl ty groups throughout the county were formed about this time, 1920, and many have continued without a break to the present time. In 1922 a full time Health Unit was first discussed with the Rocke feller Foundation but It look two years to accomplish this with Mrs. C. F. Tllton of Onkland, as president, and the late Judge George Gardner, Victor Bursell and Ocorgo Alford as county court and Or. W. W. P. Holt, part-time health officer. In order to secure the matching of funds at this time It wsa noccssury to mlse 470, which this association did, bor rowing from one ot 1U members. In the spring of that year Mlas Grace Holmes of the State Tuberculosis of fice made a county aurvey. resulting In our first cllnlo with Dr. O. C, Bellinger of the State Tuberculuala hospital as examining physician. This service has been continued each year to the present time. The physician's services and expenses are paid by the Slate Tuberculoala association, one of the results of our Christmas Seal 4ale, Also the flrat crippled ohlldren'a and psyohlatrlo clinics were held by Drs. liiuhard P. Dlllehunt and Lawrence Selling of Portland. These clinics have also been continued year after year until the present date, Dr. Dixon, now serving In Dr. Selling's place. All X-rays for both clinics have been paid when necessary by thta associa tion and the Sparrow Memorial fund. May 1935 the first child welfare baby cllnlo was started and by now two nurses and our flrat full time county health officer, Dr. V. S. Oearey, and secretary, Mlas Josephine Koppes, were well established In the court house in Jacksonville, later moving to the Medford Armory, then to the present City Hall until the new county court house was built, and with fine new quarters, the Jackson County Health department was made a neces sary part of county activities. An. other Interesting Item was the request of the Medical society to put on our board three of their members yearly to serve In an advisory capacity, September 1937 a dental survey was made In the schools In tha county by Dr. Kstll Brunk, public health dentist ot the Marlon County Health Demon- atratlon and loaned to us. The result wss the establishing of a clinic with Dr. R. C, Mulhollsnd as dentist. This service hss bsen extended to Ashland snd the clinics Increased. In the fall of 1928 a health house for baby and pre-school ollnlos was built In Cntral Point, The committee borrowed the money and I at this time, 1937, free from debt, paid by the heslth committee from that com. munlty. Jacksonville also has a room tor clinics In the old court house and in the very room where much of the life of our fine heslth department was born. Jackson county was chosen with 80 other counties throughout the nstlon for a health survey and Dr. Crittenden of the American Pub lic Health association was sent bere to make It. A written report ot con ditions and recommendations was especially compiled for us by Dr. W. P. Walker, executive secretary ot the American Public Health association, at this time. The association assisted the county In paying for this report. In 1930 the association financed 2300 Tuberculin Teats for rural chil dren, followed by X-rays and clinics uid each year, when necessary, we have continued this support. In tha tall of 1933 our association sponsored a Memorlsl Child C'inle In memory of the lata beloved County Judge Alex Sparrow, and to tha cl ti ro ns of the county tha children will ever be grateful for this fitting me morial. And as he often expressed It, "Everyone should try to raise some thing better than himself." A sanitary engineer was paid by the assoclstlon In 1931, to help In the necessary inspections, but due to the depression and cutting of the county health budget tha association was obliged to give up this work and assist In the psylng of nurses' sala ries. It was found at this time, 1933, thst little waa known aa to tha functions of the heslth department and who paid the salarlea, so a survey ot 1360 families In rural communities with questionnaire was made. This wss very enlightening, and a chance for publicity and education resulted. The following year a atudy course was ctarted In the community groupa and Parent-Teacher assoclstlons. Those ccmmunltles, who used It, were much Interested and worthwhile benefit waa the result.
