said "the negligent wasting of water
la not only a disgrace, but this abuse
la hastening the time when the town
will be metered becaus eof the tre
mendous load It places on the aye-
tern."
The board also pointed out that
the use of an open hose without noz
zle Is forbidden because It cuts down
the pressure In the Immediate area
In other words," the statement said,
the neighbors of the person using
the open hose is penalized."
Resldenta were reminded also that
water taps and faucets must be ahut
off when the fire alarm la sounded,
Pressure drops In summer months
when water Is used generously' In
sprinkling lawns and gardens it was
pointed out.
"The fire department must have
the maximum water pressure avail
able during a fire to protect the
property of citizens," the board aalU
"In the event of a large fire In some
of the outlying parts of the city It
would be Impossible to combat the
blaze successfully unless water users
all over the city responded to this
rule of shutting off their water when
the fire alarm Is first sounded and
leaving It off until the 'fire-out' sig
nal la blown."
These few rules are simple and ab
solutely necessary, the board declared
In making a plea for public cooper

EUOENB. May 21, (AP) The
"Red Army of Roseburg," due to ar
rive In the vicinity of Ooshen today,
will attack: the city of Eugene Sun
day morning but the "Blue Army of
Eugene'' la prepared end waiting to
defend lta city. The battle will start
at 0:30 a. m. Sunday. War was de
clared a month ago, and the "Red"
forces, advancing from the south,
are pushing rapidly towards this
university clf.y.
This warlike statement was made
here by officers -of the army reserve
stationed here, but It merely con
cerns activities of a contact "camp"
which will be held here over the
weei:-end by district reserve officers.
Among the many things cm the pro
'gram from the week-end will be a
"battle" Sunday morning, during
which vnrious methods of communi
cation from ground to nlr and air
to ground will be tested.
The "Red Army's" attack will be
featured by use of numerous air
cm ft, with H planes scheduled to
arrive here from Boeing field, Seat
tle, Penrson field, Vancouver, Wash.,
and Felta field, Spokane, First of
these ships Is expected Saturday
morning.
Other Important events, on the
two-day program Include a banquet
Saturday nlht. a smoker, and special
church servlcea Sunday. Well over
160 officers nro expected for the
"camp." with representatlvea sched
uled to come from Salem, Portland,

King Alfonso of Spain was reported
reliably today to have split with his
oldest son, the Count of Covadonga,
because he heard that the count has
retracted hta renunciation of claims
to the Spanish auccewlon and has
announced his Intention of marrying
again.
Count Covndonca was divorced this
month from Edelmlra Sumpedro, the
Cuban commoner for whom he for
feited Ms royal rights.

More than 6.000 delegates to the
Northern Baptist convention were
urged today to sign total abstinence
pledRca.
"The liquor question can no longer
be Ignored," said Herbert B. Clark.
of North Adams, Mass., In opening
the convention.
Health-minded residents of Jack
son county from Prospect to Ashland
are making plans for the annual
meeting of the Jackson County Pub-
llo Health association, announced for
Tuesday, May 35. For the meeting
takes new form this year, opening
with an Inrbrmal round table at 6
o'clock In the afternoon and con
tinuing through the evening with
sessions divided by covered -dish supper.

The charge against Hopklna grew
out of th death of his four-year-old
daughter. Barbara Irene. April 17.
The atep-mother, Cordelia Hopklna,
naa entered a plea of guilty to a
charge of Involuntary manslaughter,
admitting In a confession placed be
fore Judge Carl Wlmberly, striking
me cnna over the need with the
handle of a table knife. The injurtea.
physicians reported, caused a hem
drrhage which resulted In death. She
la watting sentence.

ment of brutally beating the child
prior to her death.

Suspended sentences. Federal Judge
C. O. Cavanah. declared from the
bench today, "make a Joke of law."
Herbert McLean of Seattle had Just
been convicted by a Jury on a charge
of transporting a stolen sutomoblle
across a state line. His attorney,
Weldom Schlmke, asked for a sus
pended sentence or a parole.
"There are no suspended sentences
In this court." the Judge declared.
"They make a Joke of law and en
courage crime."
McLean will be sentenced Saturday.
