S OVER ARCTIC GAP Aleutian Islands and Alaska Aaain to Become Link Between Asia, America Short Route Is Favored BAN rRANCISCO-(UP) Ai the twsult of Soviet RuMla'i development of Arctic aviation, Alaska and the Aleutian Islands are destined again to become the bridge between Aala and the United States, the Institute of Pacific Relations believes. The second follows a more southern course, leaving Soviet soil In Kam chatka, and following the course of the Comander and Aleutian Islands to Seward, Alaaka. Reports which the Institute have received from the Soviets northern sea route administration show that during 1938 plenes engaged In polar flying during the navigation season traveled 1,308,750 miles with 13,900 flying hours. The number of passengers carried was 6400 and the freight transport ad weighed 1,960,000 pounds. Regular Service Established In February of this yesr, the Soviet took on more advanced step In the development of Arctic navigation by establishing regular mall deliveries between Khabarvoak to Cape Wellen during the winter months when oth erwise the Inhabitants of that Arctic spot would be deprived of contact with the outelde world. Trial trips were made early In Feb ruary and regular flights were begun Feb. lo. The Institute survey points out that Alaaka already has a well de veloped aviation service. During the fiscal year ending June SO, 1938, the TO planes In Alaska covered 9,130,939 miles, carried 16,083 passengers and 2,418.618 pounds of freight. Linking this service with a service by the Soviet would, the Institute be lieves, contribute Immensely to the development of the far north and the Arctic regions. Service Believed Feasible The Soviet, with flight last sum mer to Alaska, the aurvey finds, al ready demonstrated, the feaslbllty of such a service. As yet, the Institute Is Informed, the Soviet has not decided whether the northern or th southern route would be better. The more northern route is shorter but slightly more ex pensive to survey and construct. However the consensus In Soviet Rus sia Is that the northern route ta pre ferable, although not Ideal, and some sections of It as now flown should be changed. Decision also remains to bs taken on such questions aa whether the best flying time is In summer or winter, what type of plane is best adapted and what kind of freight could be carried moat profitably. The crux of the question, accord Ing to the Institute, will be that of International agreement giving the Soviet terminal and landing facilities on tne American continent, but pend Ing that aetlement, steady progress la being made tn perfecting every aspect of Arctic and polar aviation. DONAHEY COLUMBUS, O. (UP) A one house legislature of not more thsn 100 members to replace the present senate and bouse of representatives hss -been proposed by the newly formed Ohio Single-House Legislative league, headed by U. 8. Senator Vic Dona hey, honorary president. At a recent organization meeting the league approved a draft of the plan which' calls for one member for each one per cent of the state's popu latlon, or about 88,000 persons. To overcome the danger of hasty legislation, the plan provides that each bill, unlms It Is sn emergency, must receive two majority votes 10 days apart for passage. Legislators would be elected for two-year terms, aa at present. The lieutenant governor would pre side unless the membership should chose to elect a speaker of Its own. The plan also calls for annual ses sions, beginning the first Monday ol January. Special sessions could be called by one-fifth of the member ship. As at present, the governor could call special sessions for specific legislation. The present legislature consist of 174 members, 138 In the house and 38 In the senate.
