Three of them, Luxembourg, Monte j Carlo, Andorra, border on France and live on friendly terma with their i big neighbor, who has always guar anteed to respect and safeguard their Independence, The other, Llechten- , stein, lies between Swlteerland and t Austria. As Chancellor Adolph Hit ler has never mentioned poor Ltech- tensteln la his Anschluss program, the Inhabitants rarely find them selves In doubt about the future and ' About Internal intrigues threatening ' economic and territorial stability. Of these four states, Luxembourg 1 la the largest and the one most en- ' d angered by war preparations. Lying at tha corner of Belgium, Franca and ' Germany, and possessing rich Iron and coal deposits, Luxembourg is very likely to fee swallowing for territorial and economic reasons in any future European conflict. More over, precisely because of the arma . race, it Is experiencing one of its - greatest economic booms. . Luxem- . bourg mines and foundries are work- Ing overtime to meet Iron and uteri orders from neighboring states. Modern Army of 300 . - The Duchy of Luxembourg pos sesses a "large" police force and an 9 army, with giant - barracks in the ; capital city of the same name. Its , capital and the surrounding moun tains are covered by a French army company which has answered the call and went to aurvjty Andorra's Independence. Smuggling Now Rife But the Spanish war brought worse results than preventive occu pation. The Franco-Spanish smug gling trade, a large part of which passed through Andorra, has been eliminated, and with it Andorra's economic life. With the French com pany now charged to apply non-intervention, the Andorans soon will be ready to quit, too. Monte Carlo, world renowned re sort and gambling center, has no army, though a beautifully uniform ed police force and a picturesque guard which hoi da parades to enter tain visitors only. It has never faced the troubles of war In all Its exist ence, though danger of sea bom bardment or coastal Invasion has In creased since France and Italy began quarreling over whether inhabitants of the Cote d'Azuar are French or Italians. Sharing France's good fac ilities for transport, Monte Carlo has been enriched by a steady and wealthy tourist trade, and Is suf fering in no way economically. , Moreover, Its few hundred citizens are losing no sleep over the war dan. IN DIXIE STATES, SURVEY REVEALS Population Is Shifting At Swifter Rate To Middle West, West, Northeast Rural Areas In Decline. "If the rural population la di vided Into rural farm and rural non farm (persons living In towns and villages of less than 3A00 Inhabi tants). It la found that 46 percent of the people of the south live on farms," Taylor aald. For the country as a whole, only 35 percent live on farms. In north eastern states fewer than 10 percent of the population lives on farms. In 1000, three-fifths of all the gainfully employed persons over 10 years of age In the southern ststes were on farmv nayror aald. In 1030 two-fifths were on farms. The south has more -than Its share of young persons, slightly less than its share of old persons, and con siderably less than Its share of per sona In the middle-age groups, Tay lor said. 1 In the nation aa a whole, slightly less than three out of every 10 per sons are under SO years. In the south, more than four out of every 10 per sons are In this younger age group. "The basic explanation of the age distribution of southern population can be found In two facts: first, the excessive migration from southern states of young adults; and second, the dominance of rural population in the south, where there, as else where, has more than Its share of young people and less than its share of the middle-age group," ' Taylor aald.- Exodus to East, Coast "Where do the people who leave the south go? There are three major streams: One flowing Into the north east, chiefly Into New York, Penn sylvania and New Jersey; another flowing Into the middle west, chief ly Into Ohio, Illinois, Missouri and Michigan; and a third flowing into the west and northwest, chiefly Colorado, Arizona and California. ' "As would be expected, the stream to the northeast Is mostly from Virginia. Florida. North Carolina and South Carolina. The stream to the middle west is mostly from Alabama. Mississippi, Tennessee and Kentucky. And the stream into ths west and northwest Is mostly from Louisiana. Arkansas, Texas and Oklahoma, Taylor said. ' . FBEB at western Thrift Stores WASHINGTON (UP) The popula tion of the south Is shifting In large numbers to cities snd to other sec tions of the country, according to a survey by the department of com merce, i The urban population of the south constituted 10 percent of the total southern population in 1600; 30 per cent In 1010; 95 percent In 1920 and 82 percent In 1030, the survey showed. This wss an Increase in urbaniza tion of 17 percent in 30 years, ac cording to Carl C. Taylor, department economist who made the survey. The national Increase for this same per iod was 16 percent he said. Despite this migration to cities, the south still is the most rural sec tion of the country, Taylor aald. About 68 percent of the southern population la rural as compared with 44 percent of the national popula tion aa a whole. 33 Million vn 13 States In 1030 there were 33,711.663 per sons In the 13 southern states of Virginia, North Carolina, South Car olina, Oklahoma.
