De portation may be the fato of fort-lgn-jL. ers who transgress the new edicts As the first move lti the campaign the metropolitan police board has worked out a definition of an "Im moral foreigner." An "Immoral foreigner," the board tilled, is "one who at any one time has marital relations with more than cne woman." When such a person Is found his employer will be notified and warn ed. If the warning is not heeded and the foreigner does not reform, he will be deported. Special police Plrltrd . Six of the 12 detectives In the service of the foreign affairs section of the police department have been assigned to the control of morals. They will keep a close watch on apartment houses which In the past have become known as rendezvous for foreigners and Japanese girls. The object of tlw Bpeclal drive against Immorality is that they have the city of Tokyo completely reform ed by the time the Olympic games are held In 1940. To guard Japanese girls and women from International scandals Is regarded as one of the w necessities. T Several recent incidents have re sulted In the detention and. question ing of Japanese girls who have been consorting with foreigners. Police aro Inclined to believe that foreigners use' the girls for espionage purposes but that the girls look upon the Ma sons simply as love affairs. Admire Foreigners Japanese women admire foreigners, according to this Interpretation, and fall easy prey to designing men. Another aspect of the campaign is to have girls warned, in lectures at schools, against foreigners of this type. Police are casting stem, disapprov ing eyea upon Tokyo's dance-haUs and cafes. Dance-halls were watched closely after police discovered that they were being used aa headquarters for men engaged In mulcting wealthy widows and that some of . the "20-sen-a dance" girls were going out with pa trons. Including foreigners. The proprietors promised to dis pense with men dancing Instructors and to put their dancing girls In dor mitories, with roll calls at night snd Jn the morning. Police are encourag ing this attitude of co-operation. Scandals Develop The situation came to a climax with arrest of a cafe waitress on suspicion that ane gave Information to the trade representative of what the vernacular newspapers mysteri ously called "a certain foreign power." Also, a dance-hall scandal at a omit the same time led to discussion of more stringent police regulations. Proprietors of the balls, seeking to head off undesirable severe supervis ion, hurried to the police with offers of voluntary reforms. It has been suggested even that requests for autographs be prohibit ed, that dance-halls and even some cafes be closed temporarily. Melt butter and add flour. When mixed add milk and cook until creamy sauce forms. Stir constantly. Add rest of Ingredient and pour into vmt.tArpri shallow balclns dish. Bake 30 minutes In moderate oven. Des Moines squasn. 3 small green squash 't cup brown sugar a tablespoons butter 14 teaspoon salt. 14 teaspoon cinnamon 14 teaspoon pepper. Cut aquaab in halves. Discard seeds mtin. Plan, onen ends up. in shallow pan ind .fill' with rest of In gredients. Add y2 incn wnwr w f Bake 50 minutes in moderate oven. Fruit cream. 3 tablespoons gelatin (granulated) cup cold water 3 egg yolks 1 cup milk ' ' 1 cup sugar v9 teaspoon salt 1 cup diced canned pineapple cup peachee 1-3 cup almonds 3 egg whites, beaten 1 teaspoon vanilla- 14 teaspoon lemon extract. Soak gelatin 5 minutes In water, add to milk which ha been heated in double holler. Stir until gelatin has dissolved, add sugar end yolks and cook a minute. Cool and allow to thicken slightly, fold in rest of ln aredlcnts. Pour Into molds, chill. PEAK YULE TRADE FORECAST; EARLY Predicting a billion dollar retail Christmas business this year, the postoffloe department at Washington baa issued a bulletin requesting all postofflcea to organize Immediately j for the handling of the Yule mail. The postoffice department auticl pate a Christmas business which will equal if not exceed the all-time peak volume of 1939 and request! postoffice throughout the country to prepare for the handling of that) part of the business that will pass I through the mails. Because of the exceptionally heavy burden to be placed upon the postal service, the postoffice department exhorts the public to buy early and mall early. Taking unusual step to keep pos tal chnnuel open fully for neces sitous Christmas mail, the depart ment entreats commercial Interests to withhold heavy mailing of cata logs, calendars, etc, from December 10 to January J. "Well do all that It la humanly possible to do in order to give good service, but If we are swamped at the last minute some one ts bound to be disappointed. "it cannot be emphasized too strongly or too frequently, therefore, that Christmas shopping and mailing should be ddne early. It la not too early to start Christmas shopping and mailing now. It can bo done leisurely and pleasantly now and choice can be made from a wide var iety of products. Those who delay too long will auffer the Inconvenience of shopping among crowds, of having less to choose from and of meeting with -the disappointment of having their mailed gifts delivered after the holiday.
