OREGON1, MOyDAY, OCTOBER 19. 1936 FEDERAL SPENDING OF GREAT BENEF TO ROGUE VALLEY Irrigation Districts Saved By Government Funds Heavy Debt Burdens Re moved, Assessments Cut, (Editor's Note: This Is the second of a series of articles showing the economy and other benefit of fed eral government Investment In Jack son county. The first article, pub' Ushed yesterday, dealt with the Medford Irrigation district. This one tells of the refinancing of the other Irrigation districts of the valley. An other article will appear shortly). Like the others In the Rogue river valley, the Gold Hill Irrigation dis trict was organized under state law. It comprises about 1000 acres of land below Cold Hill. Water for the district Is diverted from the Rogue river. The csnai aystem was built on a coat-plus basis from the proceeds of a 101.800 bond lasue. District In Default As In the case of the other die trlcts, the Gold Hill Irrigation die trlct was severely affected by the de pression. By 1033 the district hsd defaulted on Its bond Interest to the approximate amount of (8700. In addition It had Issued 112,000 In warrants. Under the government's reflnanc lng plan the bonds and outstanding Indebtedness of the district wore re tired for 938,000, new 33-year 4 per eent bonds being Issued to cover the government's Investment. It will bo seen that the net sav ing to the farmers of the Gold Hill Irrigation district was about 444,000. In addition needed repairs and main tenance Improvements were made. Assessments Cut Under the original set-up the as sessment for Irrigation was 910.00 an acre yearly. This charge was to sv er operation, maintenance, adminis tration, Interest and bond retirement, the original bonds hearing 0 per eent Interest. Under the reflnsnclng plan, the aa flessmenta for all purposes were re duced to 94.00 an sere yearly. The Eagle Point Irrigation district was organized In the same way. It bad 0 per cent bonds outstanding In the principal amount of 9351,000. When government aid waa sought, the district was delinquent In Ita inter est payments for ten years In the approximate sum of 900.340. In sd dltlon It owed the state 9120,000 be sides 970.000 In Internet. This made a total debt of 9037.340. Having 9514,240 With government assistance, the district waa enabled to retire Its debt for 903,000, the federal Investment being secured by 33-year 4 per cent bonds. The refinancing accomplished an approximate saving of 9044.340 for the farmers of the district. The an nual assessment for Irrigation waa re duced from abqut 910 to 90 an acre. 6ome of the finest orchards of the valley are In the Talent Irrigation district. Prior to government refin ancing the district had outstanding e per cent bonds aggregating 91,040,000 In addition the district was faced with an Interest debt of 9310 000, a state debt or 9201.160 and accumulat ed Interest on the latter of about 938,000. This made a total Indebted ness of 11,484,106. Million-Dollar Saving The district wss refinanced by the government for 9430 000. 83-year I per cent bonus being Issued as st curlty. Thus the direct asvlng to the landowners of the district was more than 91,000,000. Prior to the refinancing. Irrigation assessments ran from 90.00 to 913 an acre annually. Under the new ict-tip assessments are 90 Bn acre. (AP) The government won tactical vic tories in the supreme court today when the nine Justice refused to re view litigation challenging the con stltutlonallty of three new deal laws. The court declined to pass on an appeal filed by J, Edward Jones, New York securities dealer, question ing the constitutionality of the 1033 truth In aecurltlea" act requiring registration of stocks before public sale. It also refused to review an attack on provisions of the national Indus trial recovery act and of the 1035 emergency relief appropriation meas ure authorizing government loans and grants for construction of publicly-owned electric plants. On Procedural Grounds The action taken waa purely on procedural grounds and had no di rect relation to the merits of the legislation. The only statement made by the court wna that the appeals were 'denied." The government had op posed a review of tho controversies. Oovernment loans for electric plants were sssalled by the Texas Utilities company and the Alabama Power company In an effort to atop construction of plants In eight Texaa and Alabama cities, A review of a similar controversy, appealed by the Duke Power com pany, already had been promised by the court and arguments are to be heard the week of November 3. The Textut and Alabama companies lost In the federn district court for the District of Columbia and asked the supreme court to review the case, without awaiting a ruling by the circuit court, so It could be argued along with the Duke appesl. Such procedure Is permitted occasionally. Injunction I'phrld In the Jones case, the second cli- cult court of appeals at New York upheld a temporary Injunction to re- itrffln him from violating the act. It must not be assum ed that the present tax limitation measure la less dangerous to public education. The reductions called for are not comprehended in the gradual annual reductions of four per cent. In 33 counties property assessments must decline in 0 counties as much aa 30 por cent.
