Dr. Gilbert, who la also professor of economics at the university, la regarded aa an authority on tho tax situation In the state of Oregon and la fre quently consulted by state and other official. TAX LIMITATION AND REDUCTION FINDING SUBSTITUTE SOURCES By James H. Gilbert Readers who have followed the ae rlea of articles so far may raise the question: How about substitute aourcee? In tax limitation states the damage has been partly repaired by resort to a sales tax. In Oregon the prospect of a aalee tax must be very remote. The people have thrice rejected a variety of sales tax measures the last time by a ma jority of alx to one. Moreover, there Is a distinct reac tion agftlnst the sales tax throughout the country. Two yoars ago 28 states had general or retail sales taxes. Now barely 31 have retained them. More over, In these 21 states, 11 sales taxes expire within the noxt year. It Is a certain prediction that many will not be renewed. The sales tax aa an emergency measure has much to commend It. As a permanent part of a revenue sys tem economic opinion la against the sales tax. With returning prosperity more reliance will be placed on taxes that reach ability rather than need as the basis. Again sponsors of the measure may hope for an lncreaas In valuations to offset the decline In mil Inge rate. If the pest Is an Indication, prosperity, investment, construction and build ing doesn't seem to swell the amount of taxable property. During the proaperous years of the "Roaring Twenties" assessments Increased from 11,040,000,000 In 1030 to 1, 125,000, 000 In 1930, an Increase of 13 per cent. Assessments for 1035 are actu ally $30,000,000 under the pre-war figure of 1013. The state haa undeniably grown and developed but oven under a law that requires assessment at the true mar ket value of property, aaspasmenta have failed to respond. With a den- nit constitutional sanction for a 00 per cent valuation what will the har vest bo? In the light of these possibilities, how will legitimate fiscal needs be met when property taxea are pared down In a Procrustean way? Some ting more substantial than "faith In tho future" Is needed. To paraphrase Burns "Before we ere off with the old taxes It's well to be on with the new." Warning Is Urged For New Settlers ASTORIA, Oct. 15. Pneumonia Cases In State Increase PORTLAND. Oct. 16. (p) 'Tho state department of health reported 33 new cases of pneumonia In Ore gon In the week ending October 10. the largest number being in Marlon oounty, with eight, and Portland with five. (AP) Secretary Roper announced today at a press conference that 1035 retail sales had climbed 31 per cent above the 1033 level, reaching a total of $33,790,267,000.
