The weather bureau today reported
progress In research by which
drought seasons may be predicted
monthi ahead of time.
Dr. R. H. Welghtman, principal
forecaster, said a method used "quite
successfully In India" In predicting
"famine years" waa being tested In
the hope of adapting It to this coun
try. The tall, scholarly meteorologist
said wide variations In rainfall In In
dia had been forecast with an accur
acy of 89 per cent or almost nine
out of 10 years.

Dodge Dealers To
Have Unique Plan
Used Car Selling
DETROIT, Aug. 10. To place the
buying of used cars and used trucks
Atlll more securely on a basis of re
liability and confidence, la the pur
pose of a unique plan which the
Dodge Division of the Chrysler Cor
poration Is introducing to the pub
lic through Its Irganlzatlon of over
5000 dealers.
According to C. E iSerlng. the com
pany's director of used-vehicle mer
chandising, the dealers' cooperation in
the scheme has now reached propor
tions warranting the giving out-ejT de
tails to the used -vehicle -buying pub
lic whose Interests are to be safe
guarded by the new plan.
"In earlier days of used-car selling,
dealers often were handicapped 07 the
Idea of buyers that It meant the pur
chasing of 'second-hand' or "below
par' vehicles and that buyers took
eertAtn risks In the transaction.
"Especially aa far as Dodge dealers
are concerned, that attitude Is with
out grounds," explains Serlng.
'Today the motorist realizes that
when he purchases a used automobile
or used truck, the most important
element In the transaction U the hon
or and Integrity of the manufacturer
that made It. In addition, the pur
chaser relies on the honor and Integ
rity of the dealer selling bun a ve
hicle that has had some previous use.
'That the rank and file of Dodge
dealers already enjoy the confidence
of the used-vehicle customers to a
remarkable degree 1 shown by the
fact that they, In the first seven
months of 1S, sold 871,337 used cars
and trucks:

Development Told

"Just as history -making events go
almost unnoticed when they are coo
temporary so have we little noticed
the gradual evolution resulting In a
nation riding on rubber wherever you
turn," said C. C. Furnas. Goodyear
dealer, located at Main and River
side. "Natrually, you cannot escape ob
serving the. automobiles, buses and
trail era you see on every street and
highway but rubber tires are just as
firmly entrenched in other forms of
industry and endeavor," he continued.
"There Is the gasoline bus, the trolly
bus, airplane tires, tires on wheel
barrows and on all forms of road ma
chinery." "Perhaps the latest field to be con
quered by rubber la farming. The
Goodyear organisation has spent
much time In practical research de
veloplng a complete line of tires de
signed to Increase the efficiency and
longevity of farm Implements. That
such a need waa felt Is shown by the
enthusiastic acceptance of these
tires,"
Rubber la not being used alone on
the lighter farm equipment but is
being adopted enthusiastically by the
tractor manufacturers. Farmers and
manufacturers alike have adopted the
tractor tire because of Ita Improved
performance."

for traction, more shoulder tread
more center traction, more draw-bar

strong recovery march carrying
through July.
The Associated Press Index of In
dustrie! activity shows a moderate
decline. Interrupting an advance that
ran for ten consecutive weeka and
lifted It to the highest point since
February. 1930.
The setback recorded In the com
posite statlstlcsl dsta published the
past week was regarded widely In the
financial community as a natural re
action. The Index of automobile produc-'
tlon dropped abruptly aa motor mak-
era prepared to shift Into manufac
ture of new models and take Inven
tory. Railroad carloadlnga declined unex
pectedly after climbing strongly to
peak levels of the year last month.
Figures for cotton manufacturing
and residential building moved for
ward to new 1036 highs but four of
the six components of the Associated
Press Index worked, out at lower
figures.
The composite Index stauds at 04.7
per cent of the 1939-30 average com
pared with 98 8 the previous week
and 73.1 in the corresponding week a

CHICAQO, Aug. 15. (AP) Pre
senting what he called an "indict
ment" against the- New Deal farm
program. George N, Peek aald today
that under it "agriculture has defi
nitely lost ground in its fight for
equality with industry."
Peek, formerly trade adviser to
President Roosevelt but now on the
warpath against the administration
foreign trade and farm policies, made
his attack in a speech prepared for
delivery on a radio broadcast of the
National Orange.
"By controlling the farmers' Indi
vidual initiative," he aald, "they
thought they could control bla pro
duction; thta In the face of the bur
eau of agricultural economics report
of 1927 that 78 per cent of the varia
tion in yield of all growing crops,
from year to year, is due to weather
and pests, and not to tha acreage
planted."
