dent, and Joe Winkler, statistician,

various clubs in southern Oregon,
especially those of Medford, Grants
Pass and Klamath Falls.
Jeanne Fabrlck, treasurer, reported
that dues were being paid with In'
creasing celerity and Marjorle Kelly,
Tlce-prcsldent. told of the progress
that Is being mads In preparation
for the presentation or a one-act
play concerning the New Deal.
Moore Hamilton, state representa
tive and past, president of the club,
said he was highly gratified with tne
cub's progress. He predicted that the
Jackson county unit would evontU'
ally receive recognition as one of the
largest and most active clubs In the
state. ,.

IS DECLARED FAULTY
SALEM, March 30. (AP) E. 0.
Bushnell, Salem city building Inspec
tor, yesterday mailed an order to the
contractors for the new high school
building here, for the removal of 300
feet of conorcte In the building, al
leged faulty.
The order charged the concrete
had failed to meet city cods require
ments for a 3S-day test sample. Bush
nell said the city code specified a
minimum strength of MOO pounds
per square Inch for plain concrete

complete arrangements for canning

toes at Row burg during the coming

Mr. Hurd plana to open a local
cannery, which for this year will
handle tomatoes only. If successful,
the plant, it Is expected, will be
eventually expanded to handle va
rious fruits and vegetables grown
In the Umpqus valley.
Arrangements have already been
made for tomato acreage to afford
the cannery a pack of 36,000 cases.
Mr. Hurd will this week. It Is ex
pected, complete arrangements for
alts and for Installation of
necefuary machinery and equipment,
Mr. Hum, a son of the late C. J.
Hurd. (or several years agricultural
agent for Douglna county, wns em
ployed for many years In the can
nery business at Eugene, and Is now
serving with s Urge Salem cannery.
He has been In communication for
the past three yenra with the Rose-
burg chamber of commerce, which
has been aiding him In the local
arrangements now nearlng completion.

Grand Commander Carl W. Evertsen
of Marsh fit Id and his staff.
( Dinner was served at 8:45 o'clock
at the temple fining room, which
was filled almost to capacity.
Malta Commandery, after opening
In full form, officially received the
distinguished visitors and this was
followed by exemplification of the
temple degree, the visitors highly
complimenting the work of the degree
tenm of the local commandery.

Several French Journalists have

chiefly on the tear-filled eye and
trembling voice of the white-haired
artist, bewail the fact that his pio
neer work has been forgotten.
Two sketches, primitive In style,
Illustrate one of the defensive sn
ides. Cohl, who named his charac
ters "The Pantoches," made sketchy
black and white drawings In which
arms and legs were indicated' by
scanty lines without any of the clever
detail work shown In the Disney
drawings.
Interviewed recently, the veteran
artist explained, "I had been suc
cessful In newspaper work and fell
Into cinema work by a streak of
luok, having got my Inspiration for
cinema cartoons from an advertising
signboard X happened to pass In the
street.
"I sold my Idea to a film director,
who first made fun of me and then
gave me a contract. I made still
drawings for a while and then got
the Idea of making an animated car
toon for the screen. I had much suc
cess between 1908 end 1913, when I
was called to America, where other
people began to copy my work. The
war came along and I returned to
Prance, where I found that I could
get no financial backing. I threw up
the sponge. I had to live.
"I have made a living, but Z shall
protest to the last against those who
disregard the truth, and refuse to
admit that I am ,the first to create
animated drawings for tne cinema.
What people thought was a joke at
first has given something fine and
noble to the cinema. I don't expect
recognition, for France always has a
tendency to recognize her artists and
scholars only when they are resting
beneath marble stones."
Although the artist feels that he
has been abused both by Prance and
the United States, and that his orig
inal crude animated cartoons have
been . Ignored, he will receive recom
pense from friends and journalists,
who will make sure of his comforts
for the rest of his life. -,

of the Masonle fraternity In Ore
gon, nearly all the Knights Templar
from upstate In attendance at the
district convention In Ashland Thurs
day evening were personal acquaint
ances who familiarly refer to him- aa
"Bill" Day. Thoae who did not call
on him while here Joined In a writ
ten birthday greeting message to their
friend and frater.
Mr. Day haa been a Masonic lodge
secretary for more than half a cen
tury, his career In thla Una beginning
In Iowa and continuing In Oregon,
more than hall of that period covered
aa secretary of Masonic bodies tn
Ashland. He still carries on as secre
tary of the three York Rite bodies
here. - J
Mr. Day waa born In Canada but
nearly all hla life haa been spent In
his adopted land to which ha haa
always been loyally devoted. He serv
ed an apprenticeship aa printer In
early youth and followed the trade
for many years In the good old daya
of hand typesetting. "Bill" hss always
loved to write, too, and ha haa done
a lot of that part of newspaper work
both In Iowa and Oregon, besides
keeping up a voluminous correspon
dence in connection with hla lodge
secretaryships.

Ralph Williams reconsidered and will
be a candidate for re-election as Re
publican national committeeman for
Oregon, he notified Ben Dorr Is. Lane
county candidate for the same posi
tion.
Don-in, who went into the race only
after Williams said he would not be a
candidate, will stay In the race.
1 cannot turn back now," said
Dorrls, "My papers were filed some
weeks back. A great many prominent
and active Republicans have assured
me of their support.
Dorrls said Williams wired that he
was sincere when he stated recently
he would not be & candidate, but
changed his mind In view of the

That Is the vernal equinox.
Today the sun strikes all parts of
the earth from pole to pole. Every
where It rises due east and sets due

In winter the sun appears low In
the south, but in summer la very
high. This is due, scientist explain,
to the earth's annual trip around
the sun and the fact that the pole
tips 23 degrees from an upright
orbital position. Prom December to
June the sun's dally path across the
sky gradually moves farther north.

throughout the calendar. Leap years
were finally adepted as a means of
keeping the vernal equinox near a
