Year Permits Will Be Granted to Stockmen Range Land Is Limited A new policy was announced today by tha United Btatea forest service whereby tn-yenr permit will oe printed to qualified stockmen de pendent upon national forests for summer range. Regarding tha new practice Karl L Janoucb, supervisor of the Rogue River national foreat. Issued this statement: 'The policy was established con sistent with forest service procedu.e to be of tha greatest benefit to loci! communities and to contribute In tine greatest way toward the stabilization and rehabilitation of ranch properly and the stock Industry In general. "Orantlng of ten-year permits will not only stabilize the Industry, K'x will also permit the rancher to make definite plans for long periods throuh the provision of a certain amount of national forest range for hts ire during the summer periods. It 111 also assist the rancher In seeming loans for the csrrylng out of his op erations, It Is of special Interest to the financiers making loans to rancn ers because It la creating an asset of tangible value which can be used as security for the loans. For Property Owners "These term permits will be grant ed only to qualified stockmen who own sufficient property fully to W care of the stock that they graze on the national forest during the per iod they are not on the national 'or est range. Ranch men who do ncv own property cannot secure term per mits. Neither will they be given ere lit for leased land. "As far aa the Rogue River national forest la concerned, the area where term permits can be granted Is limit ed. A great deal of the range wltr.ln the national forest boundaries con sists of O. & C. and private land. Where the forest service does not have full administration of the land within the rane boundaries It Is Im possible to grant privileges extending over a term of years for the reason that lands cot fully administered by the forest service are subject to change of administration and owner ship. Zones Established "Term permits will not be recom mended by the supervisor for ranch men who are not wholly engaged n the stock Industry but who receive only part of their total Income fr m the ranch through the raising ot stock. Ranches located at a distar.t point i from the national forest will not be considered as eligible for tern permits, in other words, a definite dependency zone will be established and ranches lying within this de pendency zone are those which U oe eligible. "It Is not believed that It will be possible to grant ivrm permits lor the Applegata and Dead Indian 1r- tricts, a good share of the Butte Palls district and that part of toe Rogue River district which Is con sidered as the Trail and Elk Creek countries, for the reason that the forest service does not have full d ministration of all the land within the national forest boi'nri-ries, shire approximately one-half of the land In these regions la O. is C " HOG-CORN PAYMENTS START IN TWO WEEKS WASHINGTON. E TO EXPAND FAST PINE JAN SAYS Residential Construction in 1936 Will Double That of 1935 Is View Need of Much Lumber Seen PORTLAND, Ore.. Feb. 28. (API David T. Mason, manager of the Western Pine association, predicted today that residential construction in 193o wilt be double that of 1Jj5. This will require a cut of flO.000.000 square feet a quarter, he told dele gate to the association convention. Residential construction was almost at a standstill several years nat moved sharply upward last year. However, It would have to double In 1936 and again In 1937 to reach pre-depresslon levels. Mason said. The economic committee estimated that 1.744,000.000 board feet of west ern pine lumber will be needed the first half of 1936. This Is 35 per ce.it of normal production but more than twice the 1934 code quota Masn said the estimate waa about rtgnt, but pointed out that lumber stocks are mounting rapidly. He said the western pine has main tained more regular production stock and price averages through the de pression than either southern pine or other west coast softwoods. In 1929. he aald. pine business waa 46.7 per cent as much aa the other :wo groups but now U 62.7 per cent at much. He attributed part of these gains to the west coast strikes.
