Coomea of Trail today an Bounced he would be an Independent candidate for representative In the O. 8. congress. Mr. Coomea aald hla bid for the office would be based primarily upon hla own "currency control principle" by which he expects to stabilize prices and remove the vegarlea of fluctuat ing money values. He explained his principle embraces establishment of a dual system of money, one for International settle menu, the other for domestic busi ness, each Independent of the other but connected by a variame ratio or exchange. The present gold standard would be retained by Mr. Coomea for the International money system, while the domestic system would Involve flat currency. The money for home use would be Issued directly by the government, the volume to be regu lated In accordance with an estab lished average price Index. If the price Index rises, a retail tax would be Imposed to bring It back In line, while If It dropped below Its established level the government would put more money Into circula tion to bring It back to normal, Mr. Coomes related. The first step In his plan, he said, Is to retire all national, state, county and municipal debt with the new flat money. Mr. Coomes came to Trail with hla family three yeara ago from Hampton, Iowa.
