(UP) Ten million American allergies people who get hay fever from we?ds. asthma from feather beda or hives from anything from strawberries to an old-fashioned spanking can oheer up. They may be smarter than other people. Equally cheering news Is that they may be cured as medical research un covers more and more about what is commonly known as allergy, formerly defined as a sensitive constitution. Feb. 26. (AP) The Idea that a policeman can't do anything to a congressman who parks In front of a fireplug or otherwise misbehaves, appeared to day to be doomed, If Senator Borah Is correct. The Idaho senator, student of the constitution, declared yesterday that a member of congress haa no more Immunity from arrest than any other citizen. The constitution says, to be sure, that congress members can not be arrested during a session, or travel ln to and from one. except in cases of "treason, felony and breach of the peace." But Borah held that the excep tions covered "all Infractions ot criminal law." and therefore the only immunity granted was from arrest In civil cases, such as those involving debt. "Since we have no arrests for debt in this country at this time," he said, "It may be regarded that this provision of the constitution Is obsolete." The subject came up because ot newspaper articles complaining that congressmen were breaking the traf fic laws, and that policemen were keeping hands off because of special congressional license tags on their automobiles. "This change is the practical an swer to tl chain store industry," he said. 'The trend Is toward voluntary chains rather than corporate chains. "Chain stores have tittle control over their personnel and we feel that a man who owns a store will give closer attention to Its operations than he would as manager." Each of the company's 438 unit managers yesterday was offered an op portunity to buy his store outright at an average price of 82.000.
