With every bill sent to London telephone subscribers goes a pam phlet entitled, "Uae the Telephone to Help the Police.' The telephone users are asked to call Scotland Yard'a Information department whenever they observe suspicious characters or circumstances. Behind the "nerve center" scheme is the plan of Lord Trenchard, Scotland Yard's commissioner, to make the hard lot of the criminal in London even harder. The public, according to the plan, will cooperate directly wltn Scotland Yard Instead of with the local police stations. The yard's Information depart ment has the appearance of and operates like the general head quarters of an attacking army. Large maps showing In detail every part of London are laid out on large tables. Brass weights of var ious shapes designate police patrols with flying squad cars and radio equipped "Q" cars sprinkled every where. Wooden miniatures show the ap proximate positions of the police launches on the Thames. When news of a crime reaches the information department the de tails are flashed to every radio car and within a few seconds the car nearest the scene la racing toward It. Bridges that remain to bo finished re scheduled to be ready by April, 1036. Unless something unexpected hap pens. It Is the Intention of the gov ernment officially to Inaugurate the road In Mu, 1036. Officially the road is not open now. although It Is being dally used by persons coming from various parts of the United States to the capital in their own cars. By having the road officially "closed," the government avoids any responsibility for delays or discomforts which might be endured ty tourists. Engineers and motorists who have made the trip In recent days told the United Press correspondent that It will require many months for the gravel to settle. Landslides, they say, re likely to occur for several years to come In certain sections, but once they fall, they can be rapidly cleared away and should not Interrupt traf fic High Speed Impossible The looseness of the gravel makes It Impossible to make much speed In various sections. Nevertheless, there are drivers who come through from the border, 707 miles, In threo days, and some in even 2 days. Mexican officials here generally deprecate reports that the road Is complete, and that It Is smooth thru out. Mexicans do not over-rate the hlphway, so that anybody who suffers several punctures en route, delays by slides or In ferrying rivers, need not complain of misinformation before leaving home. Some tourists have told the corre spondent that they were unable to find any good hotels en route except at Monterrey and Victoria. Mexican officials were asked if anything was being done to remedy this condition, and was informed that the govern ment Is not doing anything directly, but la giving all kinds of facilities such as exemption from taxation to any private concerns desiring to con struct hotels not only along this road but on any road which may be used toy tourists. Benefit Northenat Mexico Mexico looks upon the construction of the highway as a means of opening up sections of the country In the northeast which lacked good com munications, and of further intensi fying the already large current of tourists from the United states. The department of communications and public works has done everything possible to make the highway a first class road. It has been praised by all those who have been over It as a monumental engineering feat. In all the 122B kilometers (787 miles) from Laredo to Mexico City, there are no grades of more than 6 percent, although peaks 10.000 fret Jilfrh must be surmounted in some places. No curves ore more than 28 det;ree. These specifications are the name aa those prevailing In first class mountain highways of the United States. United State Ambossndor Jiwephus Daniels told the United Press that he expect thoussnds of tourists from a!l parts of the nation to motor to Mexico nert summer. "Americans are great travelers, creclallv in the summer," he said. 'and I expect thousands of cara to make use of the new highway. Unfortunately, summer visitors will encounter the rainy season, which will make driving a little harder than In the dry season (which extends firm November to May).
