GAINS BY TREATY OUTWEIGH LOSSES IS WALLACE Agriculture Secretary Wei comes Constructive Criti cism Would Undo Harm of the Smoot-Hawley Act CHICAGO, Dec. II. (AP) Secre tary of Agriculture Henry A. Wallace offered hi "considered judgment" today that American agricultural gains from the Canadian reciprocal trade treaty "ao far outweigh the JoEws that the net advantage to our agriculture as a whole is very much worth while." He welcomed constructive criticism, In an address prepared for delivery at the 17th annual American Farm Bu reau Federation convention, but de clarcd : "The other kind of attack the bit ter, venomous kind Is not Inspired by any denlde to help the farmers of th la country. I believe that such un bridled assaults are Inspired rather by the same Interests which have fought every attempt by the farmers to gain eciomic fair play." Would Undo Da in age The agreement, he said, "attempts to undo the terrific damage done by the Smoot-Hawley act." Under that tariff act, he said, agrtculturnl exports from the United States to Canada shrank from 0100,000,000 an nually to 940,000,000. Of American concessions to Canada on agricultural products, he said that "In none of these cases are Imports In prospect that will have materially adverse effects upon American pro ducers." Canadian concessions on meats and meat products duties, he said, will open the way "for our farmers to get back a bigger share of the British pork market. "The new agreement wilt permit American pork to go to Canada to replace pork exported from Great Britain, thus In effect permitting In creased exports of American pork to Great Britain." He claimed Important benefits to fruit and vegetable growers through Canadian concessions and said there would be substantia gains" for Unit ed States grain growers. "Suppose that exports of these pro ducts are increased by 300,000,000 a conservative figure In view of our trade with Canada in the past and that half of this amount, or 10,000, 000, goes Into payrolls. Studies have shown that In the past an Increase of 8150,000.000 m United States factory payrolls added from four to six million dollars to the Income of farmers In each of such states as Illinois, Wisconsin Minnesota, Nebraska, Missouri, Iowa and Ohio. "Agriculture's real and continuing problem Is not how to stop the Utile trickle of qompetlng farm Imports, but how to move Its own great sur pluses Into export." E 'PET' PLANT HERE Expansion of warehouse and yard facilities at the local plant of the General Petroleum corporation to take care of actual and anticipated Increases in sales of the company's products In this area lias Just been completed, according to T. M. Hlg glns, district manager for the firm. Warehouse space has been increas ed by 70 percent while the yard space is now 100 percent larger than for merly, Hlgglns says. Mr. Raj painted a vivid picture of labor conditions In India under which the "untouchables" work for British interests for two cents a day. He also asserted that out of every railroad dollar earned In India 90 cents goes into English pockets. The lecturer sketched the social conditions existing in India, the caste tiystcm, farm conditions and customs and the unequal distribution of wealth which he said Is concentrated in the hands of the rulers. He de clared that one maharajah had 300 wives and 8C0 automobiles.
