GENERAL HUGH S. JOHNSON, who will give a speech in Portland tomorrow night, is being deluged with questions, from prominent Republicans of the state metropolis, which he has agreed to answer from the platform. Among these questions is the following presented by State Senator Allan A. Bynon : "Do you believe that the present administration has carried out It 1932 platform or the platform of the aoclallst party?" Mr. Bynon not only asks this question, but wished to make it the subject of a joint debate, with the former administrator of the NRA. In refusing to spend an evening debating such a subject, we think General Johnson showed good sense, and even n certain magnanimity. For, it is an irrelevant and foolish query. IRRELEVANT from the standpoint of the Roosevelt adminis tration, because the administration, will stand or fall, NOT upon whether its platform pledges have or have not been carried out; but whether what it HAS done, has been desirable and beneficial for the people of this country or the reverse. Foolish because, the alternative Mr. Bynon presents is ab surd, and anyone with an elementary knowledge of what SOCIALISM really is, and what the Socialist party stands for, can in a few words, show its absurdity. For that doctrine is the one, w hich not only the administra tion has not adopted but the one it has consistently opposed. SOCIALISM means the public ownership of production, pro perty, capital, etc., etc., for the benefit of the community. It means the ELIMINATION of the private profit system. Look over the elements of the New Deal, particularly the NRA, the AAA, and similar alphabetical departments, and what has been the essential purpose of them all t To TROTECT the profit system ! to assure the average busi ness man a reasonable profit, free from cut-throat competition ; to assure the farmer a reasonable profit, free from over-production, the accumulation of surpluses, which render profitable operation impossible. Even the light and power policy of the administration, has been advanced not as a substitute for private ownership and operation, but as a "measuring stick" for the latter, to eliminate greed, to correct abuses, so that honest and legitimate private enterprise in this field may survive. This isn't socialism. It's the exact reverse. If one insists upon tagging it with some "ism" it is much nearer the "bete noir" of the Socinlist, FASCISM. For it does involve concen tration of authority and control in the central government, and the carrying out of a more or less formal and definite economic plan, under and within the capitalistic system. ..... BUT we prefer the term liberalism, abandonment of the status quo ante, the policy of laissez faire, for a turn to the left and a serious effort to preserve the capitalistic system, by REFORMING it. Before people talk about the New Deal and the present ad ministration being socialistic, they should at least take the trouble to find out what Socialism really is, and what its funda mental purposes are. The first principle of a public debate, is to have a clear and concise definition of terms. Of all tho charges brought against the Roosevelt administra tion, the charge that it has followed the platform and principles of the Socialistic party, is the most absurd. Wright and Dean Mof fat, New York, found that when a person accustom ed to smoking smokes one ordinary c h g -arette there Is an average drop of 53 degrees P. In the surface tem perature of the smoker's fingers and t o e a; In many Instances It Is greater than that; in one in stance they ob served a drop of 15.6 degrees. They aslo observed slowing and stoppage of the blood flow of capillaries In the nail folds. The length of time the person had been In the habit of smoking and the number of cigar ettes smoked dally, had apparent inuuencv on mese enacts, rrac neat ly no difference was noted between the effect of ordinary cigarettes, de nlcottnlzed cigarettes and mentho lated cigarettes. Inhaling Increased the effect on the surrace tempera ture. That rate of blood flow In the cap illaries of the nail folds Is an interest ing test to make on yourself if you are a smoker. Under a good light draw the sole of the thumb over the skin on the bock of the middle or ring finger Just below the edge of the nail. Note how quickly the blanching disappears, or how quickly the normal flush returns. Then make the same test when you have smoked and compare. Another Investigator, Dr. R. Starr Lampson, Boston, carried on further studies and scientific measurements of the degree of Impairment of the circulation produced by smoking. He found that smoking and inhaling cig arettes produces a sudden and mark ed peripheral vasconstrlctlon, that Is, a contraction, narrowing, shutting down of the fine arteries at the points where the blood enters the capillary spaces. This effect lasts for 60 min utes. If the Rmoke Is not inhaled, the vasconstrlctlon occurs Just the same, but lasts only about 15 min utes. The difference between puffing the smoke right out of the mouth and Inhaling is merely a difference In the area of mucous membrane exposed to tho smoke, and consequently a i difference In the dose, the amount of I the drug absorbed. Dr. Lampson found that so-called denicotlnlzed cigarettes produced less effect than ordinary cigarettes. Cigar NEW YORK DAY BY DAY Ry O. O. Mclntyre NEW YORK, Dec. 10. Greenberg found that smoking pro duces a definite but temporary In crease In blood sugar and a corres ponding Increase In the rate of sugar combustion This la probably due to the excitation of it ho adrenal secretion, which Drs. Cannon, Aug and Blnger demonstrated aa an effect of tobacco smoking years ago. The blood sugar mobilization may account for the gratification of a smoke. These proceedings, which are of a legal nature, have been brought by American citizens (apparently of Italian extraction) who want to sell oil, cotton, scrap Iron, brass, etc., to Italy. THE government of the United States quite commend ably, this writer thinks la trying to atay out of the war between Italy and Ethio pia and whatever wars may grow out of It. Remembering that it was trade with the warring nations (belliger ent nations, the diplomats say) that got us into the World war, our gov ernment la trying to HEAD OFF such trade In the present instance. That la the purpose back of the neutrality resolution adopted by the recent congress. THK situation, briefly, la this: The nation, as a whole, wants to stay out of present and future European wars, having got Its fingers frightfully burned In the last Eur opean war. There can be no doubt of this desire on the part of the nation as a whole. But Individuals and communities throughout the nation want to sell their products at the best possible price and wars create demand at HIGH PRICES for commodities used in the making of war. Cotton, oil, scrap Iron and brass are among these commodities. CALIFORNIA, Texas, Oklahoma and other states produce oil not merely enough for their own needs and the needs of the nation, but a VAST SURPJjUS. War creates a demand for this surplus cotton. . AND so It goes on down the line. As a nation, we want to stay out of the war, but . aa Individuals and communities we want to sell what we produce at good prices and WAR CREATES DEMAND AND SENDS PRICES UP. The trouble Is that pressure of In dividuals and communities with pro ducts they want to sell at war prices Is apts to force the nation Into a position where war will be Inevitable. THERE Is another angle; If we refuse to sell oil, cotton, etc., to Italy, we align ourselves by that refusal with Britain, France and the other nations that are undertak ing' to prevent Italy from doing In Africa what they .themselves have done all over the world. Thus we ANGER ITALY and what ever allies she may gather to herself, and so put ourselves In a position where war might conceivably be de clared upon us. THE point tha is here sought to be brought out is that staying out of war Is by no means as simple as on the surface It appears to be. There are snares and pitfalls on every hand, and in seeking to keep out of one we are apt to trip and fall into another. If the war between Italy and Eth iopia spreads, as now seems not im probable,.
