Shoplifter Convict efl William Wick, 64-year-old transient arrested yesterday on a charge of shoplifting, was this morning given 30 days in Jail and assessed court costs of $4.50 on his plea of guilty in Justice court. (,T) Shipping, banking and business lead era of the 22nd annual -National For eign council advised the administra tion today to balance the budget and return to the gold standard. The council commended the ad ministration's reciprocal trade agree ment program, advocated direct sub aidles to the American merchant ma rine, and'crlticlzed crop curtailment measures. Specific measures, thsy added, should Include: I Permanent return to gold at a fixed ratio not lower than the pres ent dollar. 2 Convertibility of currency Into gold In such amounts as are required, for settlement of International trans actions. 3 Repeal of such laws as may re quire the further purchase of sliver for monetary purposes. 4 Balancing the budget; avoiding further Inflation and all unnecessary governmental expenditures. The convention called for direct federal aid to attain "and sustain an adequate, privately owned and oper ated merchant marine."
