S. department of agriculture today announced that his department has ben receiving complaints relative to the picking up of estray cattle, and then charping the legal owner of the cattle exorbi tant and unreasonable prices for, pas ture and feed. "Anyone picking up est rays on the open range should immediately file, with the nearest Justice of the peace, his claim for picking up the cattle, and he will be advised as to further procedure," Hartln said. Rogers, field representative of the Federal Land Bank of Spokane, has been holding meetings with the various boards of directors of the lo cal National Farm Loan associations of Jackson and Josephine counties during the past week. There are eight separate local associations in these two counties, and the secretary -treasurer has been compensated In the past on a fee basis. The plan of operation now being offered would not disturb in any manner the operation and functions of these separate associations, except that the eight separate units would elect a Joint or common secretary-treasurer. This change also provides that the ; Federal Land Bank would provide the funds to the associations to pay i the secretary-treasurer on a salary basis plus an allowance to the dif ferent groups to cover the travel of . their Joint secretary-treasurer In serv icing the loans made through and endorsed by the several National Farm Loan associations. Federal Land Banks are limited to a one percent margin for loans made through ths local farm loan associa tions, the new rate now prevailing on these land bank mortgages is 4 per cent, the lowest rate available In the 18 years of operation by the Land Bank system. The Individual farmer could never expect such a favorable mortgage, or such a low Interest charge were It not for the pooling of credit or the co-operative working of the different brancnes of the farm credit system. Mortgages taken by the land banks, production credit associations and bank for co-operatives are pooled and made the basis on which bonds are issued and sold to tho Investing pub lic. Many farm borrowers themselves often fall to understand the operation of their local farm credit associa tions forming a link of the farm cred it administration. The local associa tions In which tho borrower Is a stockholder Is the heart of the sys tem whether it be the local farm loan association, the local production cred it association or the local co-operative marketing association. These lo cal associations are owned by the borrowers and to the erent that they are built up and strengthened by the. building up of reserves, to that same decree the direction of the whole system wilt be controlled by the farmers of the nation.
