Hood, Oregon budget direc tor, said today he will ask Governor Martin to recommend to the legis lature that the duties of the budget director be turned over to an "execu tive secretary" to the governor, and the secretary be given additional ad ministrative duties of routine nature. Hood said the budget director "had to be busy as the dickens for a little while before legislative sessions, but all the rest of the time he does not have much to keep busy at unless It Is playing politics."
