IfEDFOHD MAIL TRIBUTE. JIEDFORD, OREGON. FRIDAY. AUGUST 23. 103,"?. Thif will be tha third annual picnic given by thla organisation. All for mer members and their famine are Invited to attend, not only for a good time but W renew acqualnt aaca and talk over "old times." The picnic have been so suc cessful In former years &s to at tract considerable attention among other 4-L organizations in both Oregon and Washington and a large attendance is expected. The picnic this year is being covered by a special field man from the 4-L head quarters and an Illustrated write-up will be made in the 4-L magazine which will center considerable at tention on thla section of the coun try. The desiring to attend thla pic nic and who have no means of transportation are requested to phone TTl and leave their name and ad . and transportation will be furnished. A complete program of athlettca and sport ha been arranged with suitable prizes again given this year y the enterprising merchanta as an advertising feature, and who have given their wholehearted co-operation a in- former years. Following la brief history of the 4-L given by local organization spokesmen, which Is Interesting: "Eighteen years ago, under aus pices of the federal government, employers and employes of the west ern lumber Industry were brought together and formed an Industry in stitution. They named It the Loyal Legion of Loggers and Lumbermen, now commonly known as the 4L. "This pioneer industry organiza tion of men and managements, since 191T, ha been striving against great odds to bring about a better under--standing of wage and hour prob lem within a complex industry. "Since 1917 the 4L not only ha set and maintained Industry wage ecales, but It Is a matter or record that these minimum wage scales, agreed to by Joint action of em ployers and employes, have been the only wage standards ever set up within the Industry. Also they have been the highest standards anywhere In the world. "This Is the result of a united effort. The 4L knows that while pay rolls constitute buying power, they constitute costs as well. The product, not the employer, pays the wages, and it la the customer who fills the pay envelope. With no product and no customers there can be no I work or wages."
