This waa changed by the house to authorise "such amount as the President may allot for the development of a national program of land cultivation and land utilisation. This proposal submitted by Chair man Jones (D., Tex.) of the house agricultural committee was adopted In lieu of the Wheeler amendment. The Wheeler amendment specified the money should be used only for pur chase of lands now under option to the f ederal government. Senate agree ment was expected today on the Jones amendment which he dspcrlbed as "very much a limitation of the senate amendment." j Representative Avers (D., Mont.) Introduced a separate bill authorizing expenditure of $80,000,000 from the works fund but no action was taken on his proposal after Wheeler suc ceeded In getting the same plan thru in the senate aa an amendment to the farm act. Jones explained his proposal lim ited the senate amendment In that It confers certain authority to the Pres ident and places a limitation on that power In that landa must be acquired for public purposes. The Wheeler-Ayers proposals were Introduced after Comptroller General McCnrl ruled relief funds could not be used for purchase of sub-marginal land. It was their plan to circum vent McCarl'a ruling and permit the land purchase progra mto continue as planned.
