"Great Brit din faced a financial crisis In 1B31. She met It by balancing her budget. She balanced her budget both by decreasing expenditures and by in creasing taxes. Grwit Britain's recov ery sdnce 1031 has been more rapid and sustained than oura. "On the contrary, we have tried to spend our way out of the depression and In five years have increased our national debt by over thirteen billion dollars. New end Increased taxes are Inevitable If our budget la to be bal anced and a. beginning made on the reduction of the debt. But If new taxes are levied merely to make pos sible greater expenditures the burden on our national economy will be al most unbearable." In tills way John 0. Oebhert. Di rector of Research of the National Economy League, summarizes a com parison of taxation In Great Britain and the United States, made public today by the League. X. Roland Harrlman. managing chairman of the League, In releasing Mr. Oebhart's paper to the press, pointed out that It represents a wholly Impartial study of taxation In the two countries undertaken before congress was urged to consider the pending tax bill. The league has at no time endorsed any specific tax . measure. Mr. Harrlman recalled that on the eve of the convening of the present Congress the National Economy league formally presented to the President and the Congress a carefully prepared and balanced budget for the fiscal year which began July 1 and strongly urged Its adoption. Mr. oebhart's comparison indicates that our English cousins prefer to take their medicine straight. They "know" they are paying taxes, but ere doing so In order to keep their budget In balance. On the other hand, the bulk of the Internal revenue now re ceived by the United States treasury la In the form of Indirect tuxes. John Bull, the study shown, while placing very heavy taxes on the In comes of those In the upper brackets somewhat higher than present American rate did not hesitate to tax Incomes in the middle and even the lower brackets. For example, e. married Englishman with a net In come of $3,000 pays (314.43 Into the exchequer while an American In the same claea pays a modest $18.60. If a married Englishman without children is fortunate enough to have a net In come of 93.000 he must surrender 711.62. All American similarly situ ated pays tHfl.OO. The comparison shows that Indi vidual Income tax collections. Includ ing surtax. In the United States fell off 07.8 per cent between 10'JO end 193S, while In Great Brltalns collec tion for every year except 1034 ex ceeded collections In 19:20. In 1834 the national government of Oreat Britain collected ai.38.10B.OO0 in Income and surtaxes, or 30.22 per capita. The United States treasury in the aame year collected from those sources only 4 10.609.000, or 3.34 per capita. Absolute control of the state's 12,000 school teachers, by giving the state budget commission the right to hire and fire teachers. Long, the state of Louisiana has been turned Into as near an absolute monarchy as la pos sible on the soil of the United States. Long dominates every public func tion except the church and the press. Ironically, his latest acquisition oft powers came on Independence day, when, through hla legislature, be took over control of motion pictures thru a board of censorship and placed under hla Jurisdiction all achool teachers and every other non-elective employe of the state, parishes ana municipalities. Capture of New Origan Before Huey'a latest trip to Louisi ana, the city of New Orleans, under the leadership of Mayor T. Bemmes Walmsley, represented an organized hotbed of antl-Longlsm. When he left Louisiana July 17 the Walmsley or ganization was wrecked end control of the city of half a million popu lation was In hla grasp. Walmaley still was mayor In title but Long had stripped him of almost every vestige of power. Long took over the puree of New Orleerw by placing taxes and licenses under state control. By the same means he obtained control of the city policemen and firemen, the sew erage and water department and he can control all other departmenta by controlling the money. Through hla legislature he can do the same to any other city. Long's Duration How long will he last? Hla devoted followers say he will grow In power until he dies. His ene mies say he will collapse at the next election. ' Peraons who think In terms of practical politics aay It will take a long srlge to "break" him. They ex plain that Long has all that goes to make a strong political orgcnigntlon money. Jobs, control of police and militia, and control of election "ma chinery. He has a ruth lew knack of punishing bis enemies and holding out a liberal hand to his friends. Only one organization threatens to stop him the Square Deal associa tion. This group, organised In every pariah, Is working under cover to de feat Long's candidates for the state legislature, on the assumption that If he Is stripped of legislative control his temple will crash. Other Bomcs 'Pikers' Another hope of the anti-Long la In the break between Long and the national administration. There have been other sUte boases. but never did they have Huey's pow er. If they rise from their graves. Pen rose of Pennsylvania, Tweed of New York. Hannah of Ohio, Sullivan of Illinois, and Tamard of Indiana would oast an eye toward Louisiana and brand themselves "pikers" as bosses. Pushing trees, rocks and brush out of Its way or cutting a path out of the mountain sides where necessary, and taking advantage of ridges and open spaces where possible, a cater pillar road builder was taken to the Agnesa CCC camp recently the first time any equipment on wheels has been taken to Agnes by land. Heretofore all heavy equipment has been taken up the Rogue river from Qold Beach by boat. Difficulties ex perlenced on the river, however, made the forest officials try the overland Job. The feat was considered Impossible by many officials of the Bisk I you for est, but others were Just as staunch In the belief that It could be done. Word of the accomplishment was re ceived at the Siskiyou forestry head quarters here Saturday and an nounced by A. O. Jackson, assistant forester. The eo-horse power machine was taken by three CCC men up Pistol river from the coast highway over the road built last summer to the Wild horse guard station, a distance of about 35 miles from the highway. Prom the station the men had to make their own rough trail. For three days the cumbersome but powerful caterpillar was driven thru U miles of trackless forest of the 11-llnols-Rogue river district. Trees hsd to be pushed down, rocks moved aside, and trail had to be cut out of steep mountain sides. Wherever pos sible the machine was driven along ridges where brush was about the only difficulty, or put through nat ural open meadows. , The Illinois river was forded near' the mouth, and 'the bulldozer was driven across the Agness bridge to the CCO camp. The three men and their machine had opened an entirely new route for taking heavy machin ery Into the heart of the Rogue river wilderness. Though the rough trail will not be suitable for taking trucks to Agness as yet, tractors and trail-builders will have much less difficulty In going over the route In the future because most of the "rough spots" were "knocked off," forest officials Indicated, Phone 542 we'll naul away tout refuse. ROXY ANN BLAZE QUENCHED SUNDAY The grass and brush fire, which Saturday afternoon and night raged over the flanks of Boxy Ann. burn lng 1000 acres before being brought under control by CCC men and state forest patrol officers, was completely out before 11 o'clock yesterday mom lng. It was reported today by District Warden Dwlght Phlpps. Damage to fences In the neighbor hood was estimated at 950, and a flock of about a dozen turkeys wus trapped and burned by the blaze. There was no further damage, as the land is not used even for grazing at this time of year. The fire was brought under Con trol about 10 o'clock Saturday night, but the CCC men were kept on duty for some time later, and 25 remained at the scene all night to prevent a fresh outbreak from smouldering stumps and roots. A small crew was also kept on duty at the scene of a 140-acre blaze near Beagle after the fire was out. to prevent a possible spread.
