Finley, Portland naturalist, late yesterday. His remarks were aimed principally at B. E. Hayden, superintendent of the Klamath reclamation project. Hayden recently answered charges by Finley, and aald he favored develop ment of land habitable by both man and bird. Finley recently returned from Washington, where he conferred with Secretary of the Interior Ickes and J. N. Darting, chief of the biological survey. WASHNGTON. July 31. (API Ap pointment of Dr. T. J. D. Shanley of Butte, Mont., aa chairman of a re gional works progress administration advisory board for the western states was announced late yesterday by Harry L. Hopkins, works progress ad ministrator. The board will consist of from three to five members to be an nounced later. Oregon will be under the board which will act as observer of the works progress administra tion's operations and has been asked to give the administration the bene fit of unbiased, competent advice from an outside point of view.
