A tremendous amount of important and desirable legislfi tion has been passed. The fevf important measures pending, can, either like the holding company bill, be quickly adjusted in conference and passed, or be left for more mature and carefdl consideration, at a subsequent session. IT is hot in Washington. Everyone ia worn to a frazzle; every - one with the possible exception of the president is tired and harassed. In such an atmosphere there is little chance of constructive or permanent accomplishment. The country as a whole still doesn't know what it's all about. The recess of congress, a breathing spell would give the coun try a chance to find out. And even more important it would give the legislators a chance to find out what their constituents think about it all. e SENATOR BORAH predicts all summer. 'We hope the as he sometimes is. If congress remains in session longer, it will be cruelty to animals, and in our judgment, as far as the administration is concerned, a serious political mistake. For as we see it, the psychology of the country, closely re sembles the psychology at the close Of the world war. The people are tired out, and fed up. They want nothing as much as they want a REST, a rest from strife and turmoil, freedom to take their bearings and find where they are at. It makes no difference whether the new proposals are desir able or the reverse. They want no new proposals. They have had enough. They not only want congress adjourned, they want POLITICS adjourned. And in the peace and quiet that follows they want no new political dishes to dig"est, they only want an opportunity to digest those that have already been served.. rRAGGING congress on through the summer, will not only serve no useful purpose there j but in all probability it will cause a political reaction throughout the country, a blind, un reasoning one, that might sweep all before it, the good as well as the bad. This would be extremely unfortunate, not only for the Roose velt administration, but for the country and everyone in it. GREAT political progress has been made in the past three years far reaching and valuable reforms have been effect ed. The time has come to CONSOLIDATE these new positions gained, not try to further extend them. President Roosevelt has certainly shown he knows when and how to go ahead. We are convinced, it will be to his advantage if he demonstrates now, that like the masterful political gen eral he is he also knows when to STOP. Only Themselves to Blame TPHERE are good lawyers and bad lawyers. There are good public utilities and bad ones. There are good holding com panies, and holding companies that aren't so good, in fact arc terrible. The serious difficulties in all three groups, we believe, come from a common source the inability of the better element to eliminate the worst or in any real sense control them. In fact in the utility field, it appears the least desirable, the most unscrupulous and unprincipled, has the upper hand, and when anything important conies up supplies the leadership. AT lcnst that certainly nppears to have been the case in this " fight of the utilities against the so-called death sentence measure. We can't believe that the good holding companies, or the leaders of the utility industry AS A WHOLE would be so stupid or crude as to advocate the tactics employed to defeat this measure. Bringing all the information available to congress, exerting every legitimate political pressure, upon the members, could not be criticized. . But the leaders in this fight were not content with that. They not only spent money like drunken sailors, but they spent their customers' money charged the expenses of their own propaganda to operating COSTS. They not only sent telegrams, they jyORCiED telegrams. They indulged in every shady prac tice outside of direct bribery, and before the present investiga tion is over, there may be evidence of that. WHAT is the result! The good utilities suffer with the bad. It you would actually experiment, Instead of challenging those who be lieve poisons penetrate the akin to try to poison you that way. So many politicians "chal' lenge" their op ponenta that X am afraid many of your readers when they read your words see In them nothing but the same hollow pretense. How mucn more convincing It would be If you could say "I made this experiment under these conditions and Doctors So and So examined me afterward and pro nounced the experiment a success." It seems a shame to lay your sell open to jibes when you are doing such a fine Job of debunking mere tricious health appeal. J. E. How I would go for that experi ment If Doctors So and So could be depended on to pronounce It a success. But I fear they would pro nounce me a Jiar. No. there Is only one way the controversy will ever be settled, and that Is by properly controlled experiment or test made upon the skin of a normal subject by a committee of physicians, per haps a chemist or two. I am not challenging anybody. I merely ofler my hide for such an experiment whenever or wherever such an un biased committee dcslreB to put the question to actual test. A few years ago some one did carry out an experiment on his own skin, applying arsenic, which failed to poison him. How little effect this had is Indicated by the fact that even I, with my great Interest in the question, cannot recall the name of the man I vaguely remember that he was a chemist, perhaps a professor of chemistry somewhere. It would be ridiculous for any one to do such experiments and then afterward ask physicians to certify that there la no sign of poisoning or 111 effect. If such a test Is to be convincing It must be carried out from first to last under strict con trol of scientific observers The only element of "challenge," so far as I am concerned. The now means nothing. The only thing to which they cling is the past. The late Karl K. Kitchen, a giant of a fellow. .was the kindliest and gentlest of men. "Lucky 13" mine, in the Sisklyous last winter, was expected to be con cluded before Circuit Judge Carl E. Wlmberley of Douglas county in cir cult court today. The hearing open-' ed Monday and a score of witnesses' have filed to the stand. Approximately $16,000 ia Involved in the present action, which centers around title to the mining property and from which shaft Hlttson re moved the gold quartz. The defense claims it was taken from the "Hitt- son shaft." The plaintiff contends It was removed from the "Ruby" claims, which adjoin the "Lucky 13.
